As the Foreign Secretary and I made clear earlier this month, we are deeply concerned about recent reports of a renewed wave of persecution of LGBT+ people in Chechnya. Persecution for being LGBT+, in any country in the world, is abhorrent.<\/p>

Following these renewed reports of persecution, the UK Government has worked closely with international partners to communicate to Russia that persecution of LGBT+ people in Chechnya is completely unacceptable. This includes joint statements from the EU Spokesperson, from the EU to the OSCE (the latter of which Russia is a member of) and the Equal Rights Coalition. We have focused on calling out Russia\u2019s lack of a credible investigation, and impunity for the perpetrators of this persecution. The UK is committed to achieving Sustainable Development Goal 14 \u2013 preventing and significantly reducing marine pollution of all kinds. Marine litter is a global issue affecting every region of the world\u2019s oceans and therefore needs global action. To achieve this goal we are working through a number of organisations and multilateral organisations.<\/p>

We played a leading role within the G7 to drive ambitious action under the Ocean Plastics Charter in 2018 which has secured support from 16 governments and 20 businesses and organisations.<\/p>

In April 2018 the Prime Minister launched the Commonwealth Clean Ocean Alliance, an action group under the Commonwealth Blue Charter that takes action on marine plastic pollution. Led by the UK and Vanuatu, 24 Commonwealth country members of the CCOA have pledged ambitious action to tackle plastic pollution. The CCOA is supported by a package of UK aid of up to £66.4m, which will provide technical assistance and boost much needed research and innovation to stop plastic entering the marine environment in the first place.<\/p>

In the Polar Regions, the UK has maintained strong involvement in finalising the environmental aspects of the Polar Code, through the International Maritime Organization (IMO) and Protection of the Marine Environment Working Group (PAME). The Polar Code includes mandatory measures covering pollution prevention from various wastes. Any sexual activity with a child under 16 is a criminal offence, regardless of whether consent is given. Any non-consensual sexual activity is also a crime, whatever the age of the victim and whatever the relationship between the victim and perpetrator.<\/p>

Where a manipulative offender grooms a child prior to them reaching the age of consent and then engages in a sexual relationship with them when they are over 16, this could be prosecuted under offences such as Section 15A of the Sexual Offences Act 2003.<\/p>

We remain absolutely committed to protecting children and young people from sexual abuse and we already have a wide range of criminal offences under which to prosecute and sentence those who carry out such acts. The NCA estimates that there is a realistic possibility that the scale of money laundering impacting on the UK annually is at least in the tens of billions of pounds. The cost to businesses and the public sector from organised fraud is no less than £5.9 billion.<\/p>

This Government has launched the new National Economic Crime Centre (NECC), which will deliver a step change in the UK's response to - and impact on - economic crime. For the first time, the NECC brings together enforcement and justice agencies (HM Revenue and Customs, the City of London Police, the National Crime Agency, the Serious Fraud Office and the Crown Prosecution Service), other government departments, regulatory bodies and the private sector with a shared objective of driving down economic crime in the UK. It will leverage a 'whole system' approach to enhance and coordinate our collective capabilities to target, pursue and dismantle the highest harm serious and organised criminals, including corrupt elites. The Political Declaration makes clear that both the EU and the UK will use their 'best endeavours' to conclude a future fisheries agreement by 1 July 2020. The European Council statement sets out the EU\u2019s view of their position, but ultimately access to our waters will be a matter for negotiation.<\/p>

We remain committed to getting the best deal for the whole of the UK fishing industry, including a fair share of quotas. A Government amendment has been made to the Fisheries Bill placing a legal obligation on the Government, when negotiating a fisheries agreement with the EU, to pursue a greater share of fishing opportunities (looked at in the round) than the UK currently receives under the Common Fisheries Policy.<\/p>

Operation Yellowhammer is the randomly selected programme name for some elements of the contingency planning being undertaken by departments to mitigate the potential impacts of leaving the EU without a deal.<\/p>

The Civil Contingencies Secretariat is coordinating Operation Yellowhammer contingency planning across government. Officials are working with the Devolved Administrations, Overseas Territories, Crown Dependencies and Local Resilience Forums.
