The Department for Education is asking schools, like other employers across the public sector, to contribute more towards their employees\u2019 pensions to ensure that the cost of public sector pension schemes do not fall unfairly on taxpayers. Our protection of the core schools budget in real terms means that schools are well-placed to cope with changes in their costs in 2015-16. The Department has also deferred the introduction of the increase to September 2015, giving schools an additional five months to plan how they will meet the additional pensions cost.<\/p>

We value diversity in the workforce and want the best people in the classroom. The quality of teachers across the board is improving \u2013 the proportion of primary teachers with a 2:1 degree or better has increased from 62% in 2009/10 to 73% in 2013/14.<\/p>

Nevertheless, we are keen to see more outstanding male teachers in primary schools and the trend is positive. The number of male teachers in primary schools has increased by 3,400 since 2010, whilst the proportion of male primary trainees starting programmes in 2013/14 is 21%, compared to 20% in 2012/13 and 19% in 2011/12. The House of Commons Commission initially committed itself to a reduction in the Administration Resource Estimate in December 2009. The following year this was restated as an intention to reduce the Estimate to £210 million by 2014/15 from a baseline of £231 million for 2010/11.(a) <\/sup>Taking forecast inflation into account, this represented a reduction of 17% in real terms. In December 2013 the Commission agreed an Administration Estimate for 2014/15 of £201.3 million \u2013 allowing for transfers between Estimates and other adjustments, this was £2 million below the target set in 2010.<\/p>

The Finance and Services Committee will, on Tuesday 28 October, be publishing its first report of the session, entitled House of Commons Financial Plan 2015\u201316 to 2018\u201319, including draft Estimates for 2015\u201316<\/em> (HC 757), which provides further detail. I shall be approaching the Backbench Business Committee to request a debate on the report before the Committee gives its advice on the 2015/16 Estimate to the Commission in December. This would give all hon. Members a chance to discuss and contribute to the financial plan.<\/p>

Note: (a) In December 2009 the Commission agreed an Estimate for 2010/11 of £258 million. However, having taken account of the transfer of staff to IPSA and various accounting adjustments, this was reduced to £231 million. This Government recognises that through physical education, competitive school sport and encouraging healthy eating, schools can help address the problem of childhood obesity. The PE and sports premium is part of a package of measures to tackle obesity in primary schools. Our research found 96% of schools said that their pupils are now living healthier lives as a result of the funding. £7.5m was spent by HM Revenue and Customs on the enforcement of the National Minimum Wage in 2013/14.<\/p>

We have increased the budget allocation for National Minimum Wage enforcement in 2014/15 to £9.2m. This extra funding will enable HMRC to increase the number of compliance officers working in this area who, as well as continuing to respond to every complaint made to the Pay and Work Rights Helpline, will also undertake targeted enforcement, focusing on the worst offending employers in the highest-risk sectors.<\/p>
