Since the start of the first lockdown, we\u2019ve provided a range of targeted measures to see the UK tourism sector through COVID-19. On top of the Government\u2019s wider economic support package, we've provided business rates relief and grants for many in the sector, as well as a substantial cut in VAT for tourism and hospitality activities until the end of March. The Chancellor will deliver the Budget on 3 March, in which he will set out the next phase of our plan to tackle the pandemic and build back better.<\/p>

<\/p>

We recognise that heightened travel restrictions are significantly impacting international tourism and we are closely monitoring the situation. We will continue to engage with stakeholders via the Tourism Industry Council to assess how we can most effectively support the sector\u2019s recovery.<\/p>

The Global Travel Taskforce last year committed the Government to publish a Tourism Recovery Plan in support of the sector. The Government intends to set out proposals in the Spring, including plans for a marketing campaign to welcome visitors back to the UK as soon as it is safe to do so. <\/ins><\/p>


The Department for Transport will lead a successor to the Global Travel Taskforce<\/a>, with an ambition to develop a framework that can facilitate greater inbound and outbound travel as soon as the time is right, while still managing the risk from imported cases and variants. British agreements with similar Commonwealth countries were \u2018rolled over\u2019 from previous European Union (EU) agreements. My Hon. Friend will know that the Maldives did not have a Free Trade Agreement (FTA) with the EU.<\/p>

HM Government has not been able to negotiate trade deals with our friends around the world for almost fifty years. Now that we have control of our independent trade policy, the Department for International Trade is actively pursuing agreements with our trading partners, under an ambitious programme of work \u2013 including with the United States, Australia and New Zealand \u2013 as well as seeking accession to the Trans-Pacific Partnership.<\/p>

The United Kingdom and the Maldives already have a strong bilateral relationship. Trade in goods and services was worth £151<\/del>201<\/ins>m in 2019. The UK Government has zero tolerance to incitement of violence, and we have raised this issue with UNRWA. FCDO monitors UNRWA's performance via programme monitoring and annual assessments to ensure it continues to deliver quality services.<\/del><\/p>

We contacted UNRWA directly regarding this issue and understand that as soon as the mistake was identified, UNRWA took swift action to correct the issue and conducted a thorough review to identify and address any education materials in breach of its policies.<\/del><\/p>

The UK remains concerned about the situation in Kashmir and we continue to follow developments there closely. The Foreign Secretary raised Kashmir with his counterpart, External Affairs Minister Dr Jaishankar, during his visit to India in December 2020. Officials at the British High Commission in New Delhi engage regularly with human rights organisations on the situation. Any allegation of human rights abuses is deeply concerning and must be investigated thoroughly, promptly and transparently. The UK's position remains that it is for India and Pakistan to identify a lasting political resolution to the situation, one that takes into account the wishes of the Kashmiri people.<\/ins><\/p>
<\/ins><\/p>

The UK condemns the state of emergency imposed in Myanmar, and the arbitrary detention of democratically elected politicians and civil society by the military. It is essential that Aung San Suu Kyi, and all those arbitrarily detained, are released. Under the Global Human Rights Sanctions Regime and the Myanmar Sanctions Regime the UK had already sanctioned 16 individuals, responsible for human rights violations in Myanmar. In July 2020, we sanctioned the Commander-in-Chief and his Deputy, in our first tranche of sanctions under the Global Human Rights Sanctions regime. We are working closely with international partners to consider next steps with the aim of ensuring that democratic wishes of Myanmar's people are respected and politicians and civil society leaders are released.<\/del><\/p>

We are aware that some restrictions on internet connectivity have been imposed at protest sites and call for these to be lifted as soon as possible. The right to gather lawfully and demonstrate a point of view is common to all democracies. Governments also have the power to enforce law and order if a protest crosses the line into illegality. During his visit to India, the Foreign Secretary discussed the protests with his Indian counterpart, whilst making clear that the handling of protests is an internal matter for the Indian authorities.<\/del><\/p>

The UK Government takes all allegations of human rights violations very seriously and raises concerns with the local authorities where appropriate. We regularly raise Mr Johal's case directly with the Government of India, including his allegations of torture, right to a fair trial, and concerns about delays to legal proceedings against him. The Foreign Secretary raised Mr Johal's case with the Indian Minister of External Affairs, Subrahmanyam Jaishankar, on 15 December 2020. In response to clinical advice and following a successful pilot, free personal protective equipment (PPE) for COVID-19 needs is now being provided to unpaid carers who do not live with the person they care for. In line with the Government\u2019s commitment to provide free PPE for COVID-19 needs to the adult social care sector, this offer for unpaid carers is currently available until the end of June 2021 and can be accessed through local authorities and local resilience forums.
As of May 2020, the Government included unpaid carers in its list of essential workers and those prioritised for COVID-19 testing in England. If they have symptoms of COVID-19, unpaid carers can book a test directly online and access testing themselves or for members of their household who are experiencing symptoms.

The family leave guidance published by NHS Employers in October 2020 sets out what an employer may consider should a member of staff who is currently on family leave -maternity, adoption, or shared parental leave - indicate that they would like to return to work early or for a period of time to support the National Health Service during the pandemic.<\/del><\/p>

We have introduced a number of measures since the start of the pandemic to support tourism businesses, including those in Suffolk. This includes the extended furlough and self-employed schemes and various government-backed loans, grant schemes, business rates relief and a reduced VAT rate.<\/del><\/p>

To help the sector through the current lockdown, we have announced one-off top up grants for retail, hospitality and leisure businesses worth up to £9,000 per property. This is in addition to the monthly Local Restrictions Support Grants (Closed). Local Authorities in England have also been given an additional £594 million discretionary funding to support their local businesses. This builds on the £1.1 billion discretionary funding which local authorities in England have already received to support their local economies and help businesses impacted.<\/del><\/p>

Both my Department and VisitEngland remain in regular contact with regional tourism stakeholders to assess the substantial economic effects around the country.<\/del><\/p>

<\/p>

On 19 November 2020, the government announced a £300 million Sports Winter Survival Package (SWSP) to provide a lifeline to organisations that would otherwise not survive the winter as a result of the restriction on spectators announced from 1 October. A provisional allocation of £25 million was made to support the National League, covering steps one to six, aiming to protect the immediate future of non-league football in England. A further announcement on 27 January 2021 confirmed that Steps 3-6 of the National League system will receive up to £10 million of grant support from the Package to protect the immediate future of approximately 850 clubs over the winter period. Sport England and the Independent Board are currently finalising the details of this support, which will include any support for National League clubs in Slough, should they be eligible. <\/ins><\/p>

<\/strong><\/ins><\/p>

The SWSP support is in addition to the £10 million emergency package we facilitated for the National League from the National Lottery, in October last year, has benefitted the 66 clubs in the steps 1 and 2, and has enabled them to continue playing behind closed doors after the return of fans was paused last autumn.<\/ins><\/p>

<\/strong><\/ins><\/p>

The support packages that have been available to the National League are in addition to the multi-billion pound package of cross-sector business support from the Government that has enabled many sports clubs and leisure businesses to survive, including the furlough scheme and business interruption loan scheme. Sports have accessed many hundreds of millions of pounds of support through this.<\/ins><\/p>

Attached is a breakdown of this £8 billion of funding by region and by local authority. This reflects the department\u2019s current best understanding and further payments will be made to local authorities this financial year in due course including: additional funding from further rounds of the sales, fees and charges scheme; and additional funding that will be provided through the Contain Outbreak Management Fund to tackle the spread of the virus \u2013 worth over £225 million a month during the national lockdown.<\/p>

Also attached is a breakdown in relation to England\u2019s ceremonial counties. For this, the following caveats apply:<\/p>

  • Ceremonial counties do not necessarily cover the same area as county councils. The area covered by a ceremonial county will include all local authorities within that historical definition of the county. It will include the county council and shire districts, as well as any additional single-tier councils within the area.<\/li><\/ul>
    • A small number of standalone fire and rescue authorities cross ceremonial county borders. In these cases, funding is apportioned between the ceremonial counties covered by the fire authority according to population.<\/li><\/ul>
