The Department designed and developed the mental health strategy, No Health Without Mental Health<\/em>, published February 2011, which sets out this Government\u2019s overall ambition for mental health.<\/p> <\/p> <\/p> <\/p> We legislated for parity of esteem by enshrining in law the equal status of mental and physical health through the Health and Social Care Act 2012.<\/p> <\/p> <\/p> <\/p> The Department holds NHS England to account for the quality of mental health services, through the Government\u2019s Mandate to NHS England and measures outcomes for mental health patients through the NHS, Public Health and Adult Social Care Outcomes Frameworks.<\/p> <\/p> <\/p> <\/p> As steward of the system, the Department works with its partners to achieve the objectives set out in No Health Without Mental Health<\/em>.<\/p> <\/p> <\/p> <\/p> Early in 2014, we published Closing the gap: priorities for essential change<\/em> which set out the areas where urgent action was most needed. Progress has already been made in a number of areas:<\/p> <\/p> <\/p> <\/p> <\/p> <\/p> <\/p> Our recently published five-year plan, Achieving Better Access to Mental Health Services by 2020,<\/em> sets out action the government is taking to provide better access to mental health services within the next year, including the first ever national waiting times for mental health services. Providing help early, before issues and problems escalate, is more effective in promoting the welfare of children than reacting later.<\/p> <\/p> The guidance sets out that local agencies should work together to put processes in place for the effective assessment of the needs of individual children who may benefit from early help services. Decisions about the provision of services, including preventative, early help services, are taken locally by agencies that are best placed to plan provision, taking account of local needs and circumstances.<\/p> <\/p> The Government has also established an Early Intervention Foundation. The Foundation is funded by the Department for Education, the Department for Work and Pensions, the Department of Health, and the Department for Communities and Local Government. It is intended to operate independently of central government, to support the needs of commissioners in implementing early intervention programmes and practice in their local areas. This report pulls together a wide-ranging body of existing research on safeguarding children from abuse and neglect and provides a valuable summary of the impact of neglect on children, including their mental health.[1]<\/p> In 2013 the Department published a new analysis of the association between stressful life events and adolescent outcomes, drawing on two existing longitudinal studies; the Millennium Cohort Study (MCS) and the Avon Longitudinal Study of Parents and Children (ALSPAC).[2] More recently, we published an up-to-date review by Ward et al on the impact of maltreatment on child development, including social, emotional and behavioural development.[3]<\/p> Earlier this year the Department published a study focusing specifically on adopted children and their well-being post-adoption.[4] We are currently finalising a similar report focusing specifically on children cared for by Special Guardians; this is due to be published later in the year.<\/p> The Department has commissioned a follow-up for one of the studies originally funded by the Safeguarding Research Initiative: the \u2018Significant Harm of Infants study\u2019.<\/em> This study was set up to explore how decisions made by practitioners have influenced the life pathways of 57 young children who were identified as suffering, or likely to suffer, significant harm before their first birthdays.
