My department is supporting Refugees and internally displaced persons in Borno to rebuild their lives and return home when it is safe for them to do so. We are providing livelihoods and basic services support throughout the region. In 2017 we ensured 213,000 could plant crops and we are educating 100,000 children affected by conflict. The Government is committed to addressing the gender pay gap. Evidence shows that one of the main drivers of the gender pay gap is the time taken out of the labour market by women to care for others.<\/p>
This Government has increased funded childcare provision and introduced flexible working and Shared Parental Leave policies to help men and women share caring responsibilities more equally. We have also invested £3.1m in research to help employers understand what works to close their gender pay gaps.<\/p>
In 2017, we committed £5 million to support people to return to paid work in the public and private sector. These returner programmes will support carers who have taken an extended career break. The Government has also published best practice guidance to help employers of all sizes and across sectors to increase the quantity and quality of work opportunities they offer returners.<\/p>

The Supplier Review delivered a number of measures to make it easier for new and smaller businesses to win funding from DFID and ensure fair treatment of sub-contractors. Following consultations with small and medium sized enterprises and NGOs three tiers of reporting requirements for the Supply Partner Code of Conduct have been developed to ensure our processes do not create disproportionate burdens for smaller organisations and NGOs. We are now designing a large new funding framework with dedicated \u201clots\u201d for smaller suppliers. Furthermore, we continue to hold regional Open for Business events, led by Ministers, across the country to help local businesses understand our processes and encourage them to compete for DFID business. DFID Sudan primarily engages and supports civil society through the Local Partnership and Dialogue Programme (LPDP) with a total support of £12 million which aims to build the capacity of non-state actors to demand and deliver more inclusive, democratic & accountable governance. Over the past 3 years, the programme has delivered the following:<\/p>
Institutional capacity building <\/strong>- tailored to specific needs of 25 Civil Society Organisations (CSO).<\/p><\/li> Funding CSOs<\/strong> to pursue governance issues such as basic service delivery (e.g. health and education), environment and rule of law.<\/p><\/li> Empowerment of Youth Leaders<\/strong> - through training and mentoring for their empowerment, training more than 60 activists from civil society, political parties and youth-led organisations/initiatives, by raising their awareness of democratic values and practices.<\/p><\/li> Facilitation of dialogue <\/strong>among and within 20 political groups with focus on those with social and political divides to enhance political dialogue processes such as the National Dialogue and the Peace negotiation process in the Blue Nile and South Kordofan States.<\/p><\/li><\/ul>"}

UK development assistance is rigorously scrutinised to ensure it is used for its intended purpose, including by DFID\u2019s Internal Audit Department, the National Audit Office and the Independent Commission for Aid Impact. DFID implements a robust monitoring and evaluation system to ensure that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. Programme evaluations are conducted in line with the UK Government evaluation guidelines to help improve effectiveness and to serve an accountability function.
