The Government recognises and appreciates the vital contribution made by informal carers who provide invaluable support for relatives, partners, friends and neighbours who may be ill, frail or disabled. We are already supporting carers in a number of ways, including through the benefit system. Since 2010 the rate of Carer\u2019s Allowance (CA) has increased from £53.90 to £64.60 a week, meaning an additional £550 a year for carers. By 2022/23 we are forecast to spend £3.7bn a year on CA, a real terms increase of more than a third since 2016/17.<\/p>

<\/p>

Access to CA for pensioners and full-time students reflect long-standing principles of the benefit system and we have no plans to change the rules.<\/p>

<\/p>

Although there is no age limit to claiming CA, it cannot normally be paid with the State Pension. CA replaces income where the carer has given up the opportunity of full-time employment in order to care for a severely disabled person, while State Pension replaces income in retirement. For this reason, social security rules operate to prevent them being paid together, to avoid duplicate provision for the same need. However, if a carer\u2019s State Pension is less than CA, State Pension is paid and topped up with CA to the basic weekly rate of CA. Where CA cannot be paid, the person will keep underlying entitlement to the benefit. This gives access to the additional amount for carers in Pension Credit of £36.00 a week, and even if a pensioner\u2019s income is above the limit for Pension Credit, he or she may still be able to receive Housing Benefit.<\/p>

The Government thinks it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, and not the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits. The Government is committed to maintaining the UK\u2019s position as a world leader in science and innovation and has introduced a wide range of policies to stimulate private sector investment in Research and Development, ranging from increases in government funding of R&D to improvements to the wider institutional and tax environment for R&D and a new patient capital investment programme. Internationally, the UK is a highly attractive place for R&D, ranking 4th<\/sup> on the 2018 global innovation index.<\/p>

<\/p>

Since 2016, the Government has committed an additional £7bn of public funding to R&D by 2021-22. This is the largest boost by any government for 40 years and will leverage significant private investment. On average, every public pound spent on R&D generates an additional £1.36 of private spending. In addition, support for businesses through R&D tax credits has tripled since 2010, reaching £3.5 billion in 2016/17.<\/p>

At Autumn Budget 2017, the government announced a 10-year action plan to unlock over £20bn to finance growth in innovative firms, including launching a new £2.5bn investment programme, British Patient Capital, and extending the Enterprise Investment Scheme (EIS) and Venture Capital Trusts (VCTs).<\/p>

The government has announced that it will no longer use Private Finance 2 (PF2), the current model of the Private Finance Initiative (PFI), for new projects. PF2 has not been used since 2016.<\/p>

We have continued to provide consular support to the families of the victims of flight MH17. We have remained in close contact with the Dutch authorities throughout the investigation into the shooting down of MH17. Research and Development Allowances (RDAs) often become indistinguishable in businesses\u2019 tax returns when claims are made that include different types of tax relief. For example, when using the Annual Investment Allowance rather than the more specific RDA, unless claiming for buildings-related costs.
