The Legal Aid Agency (LAA) is responsible for commissioning duty solicitor services and the day-to-day administration of the court and police station duty schemes. This includes keeping membership records, allocating slots, and producing and maintaining duty solicitor rotas<\/a>.<\/p>

At a national level, the LAA monitors capacity across criminal legal aid contracts on an ongoing basis and, where demand is greater than the available supply, takes action to secure additional provision to ensure the continuity of legal aid-funded services.<\/p>

The LAA is satisfied that there continues to be sufficient duty solicitor coverage across England and Wales. Provision under the duty schemes is demand led and so there may be variations in numbers across each local rota or other fluctuations in numbers depending on prevailing market conditions, and other internal factors such as firms merging or other consolidation activity.<\/p>

More generally in relation to criminal legal aid, on 30 November 2022, the government published its full response to the Criminal Legal Aid Independent Review (CLAIR) setting out various proposals to ensure the long-term sustainability of the criminal legal aid sector.<\/p>

This followed the interim response to the CLAIR which introduced a 15% uplift across most fee schemes in line with the recommendations made in the Review. This funding began to come into effect from the end of September 2022, and we subsequently agreed to extend it to the majority of cases already progressing in the Crown Court. Following these reforms, an increase in expenditure of up to £141 million a year will take expected annual criminal legal aid spend to £1.2 billion.<\/p>

Overall, our ambitious reforms will deliver a stronger justice system for all who rely on it. Section 21 \u2018no fault\u2019 evictions cause tenants to feel insecure, unable to plan for the future or call where they live a home. Removing them is vital to improving tenant security - protecting their ability to stay in their homes, avoiding unwanted and expensive house moves, and enabling them to put down roots in their local communities. With the threat of retaliatory section 21 evictions removed, tenants will be better able to challenge landlords who provide unsafe housing.<\/p>

Enabling tenants to leave poor quality properties is also a key part of delivering a fairer system for renters. The Renters (Reform) Bill will also abolish fixed terms and move to periodic tenancies, allowing renters to end tenancies at any point by giving a maximum of two months' notice. This will protect tenants from the injustice of being forced to pay for unsafe or non-decent homes.<\/p>

Introducing a mechanism for tenants to end fixed terms, for instance where a property standards improvement notice is not complied with, could mean tenants are locked into paying the rent whilst a third party adjudicates. Government has worked with 64 English Local Authorities as part of the NO2 programme. Most have completed delivery of their measures. Environment Agency (EA) funding is closely monitored to ensure that the EA can carry out its duties and functions effectively. In the current Spending Review period (SR21) the Environment Agency\u2019s environment RDEL (Resource) grant for 2022/23 increased to £96 million from £56 million in 2020/21.
