A large proportion of funding from the NPIF \u2013 established at Autumn Statement 2016 and expanded to £31bn at Autumn Budget 2017 \u2013 has already been allocated to its four target sectors: transport, housing, digital communications and R&D. Breakdowns within these sectors can be found on page 44 of the 2017 Autumn Budget document. Specific projects are selected through a variety of mechanisms that are tailored to achieve programme goals and ensure high value for money.<\/p>

Funding allocations from the NPIF are not specifically made by region. We do not collect data on the provision by local authorities of radio aids to deaf children in educational settings.<\/p>

Schools and local authorities are required to provide auxiliary aids as part of the reasonable adjustment duty under the Equality Act 2010. Schools are expected to provide an auxiliary aid or service for a disabled pupil when it would be reasonable to do so and if such an aid would alleviate any substantial disadvantage that the pupil faces in comparison to non-disabled pupils. All such decisions depend on the facts of each individual case. Where there is a centrally organised visual or hearing impairment service it may be reasonable for the local authority to provide more expensive aids or support through that service but not reasonable for an individual school to have to provide them.<\/p>

Local authorities must have regard to the statutory responsibilities placed upon them by the Children and Families Act 2014 to determine appropriate provision for children and young people with special educational needs or a disability (SEND) in their area and to keep it under review. They are also required to consult children and young people and their families on their published Local Offer of SEND provision. This is especially important for low incidence types of SEND such as hearing impairment.<\/p>

As part of the GCSE reform process, which began in 2011, the Government carried out equality impact assessments at every stage of its review. We expect the reformed GCSEs to remain universal qualifications and therefore accessible for all, with good teaching and applying reasonable adjustments where appropriate. The Government has no current plans to consider new GCSEs.<\/p>

Where it appears to a local authority that a vehicle in its area is abandoned, it has a duty to remove the vehicle, unless (in the case of vehicles not on a carriageway) the cost of moving the vehicle to the nearest carriageway would be unreasonably high. There is no statutory definition of \u2018abandoned\u2019, and it is for councils to determine whether any particular vehicle has been abandoned.<\/p>

There is no statutory time frame for responding to reports of abandoned vehicles. Where a vehicle is abandoned on land that is \u2018occupied\u2019, the local authority must give the occupier 15 days\u2019 notice that it proposes to remove the vehicle. The local authority is not entitled to remove the vehicle if the occupier objects to the proposal within that period. If the occupier gives the local authority permission to remove the vehicle during this 15-day period, the vehicle may be removed immediately, but there is no statutory time-frame for doing so.<\/p>
