At the Autumn Statement 2022, the Government announced a freeze to the business rates multiplier for 2023-24, a tax cut worth £9.3 billion over the next five years. This was the third consecutive year the multiplier has been frozen, protecting businesses from inflationary pressures at an overall cost of £14.5 billion.

Business rates are an essential form of funding for local government to provide vital public services.

The Points-Based Immigration System will allow the Government to take back full control of our borders. We will suspend the cap on the number of skilled workers able to apply to come to the UK, as recommended by the Migration Advisory Committee. Other controls such as sponsorship by a licenced employer, a system of salary thresholds and a requirement for employers to pay the Immigration Skills Charge, will ensure immigration is managed and considered alongside investment in and protection of the UK’s resident labour market.

The Skilled Worker route will be kept under review and we will retain the right to introduce further controls if necessary, based on experience and evidence.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2020-11-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-11-17T16:29:18.543Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2020-11-03", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Work Permits"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government why the previous arrangements for a cap on the annual number of work permits (1) have been deleted in the revised Immigration Rules, published on 22 October, and (2) are stated as having been suspended in the explanatory notes, published on 22 October; what are the steps which need to be taken (a) to re-impose, and (b) to bring into force, such a cap; and what estimate they have made of the time it would take to take such steps.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4346", "label" : {"_value" : "Biography information for Lord Green of Deddington"} } , "tablingMemberPrinted" : [{"_value" : "Lord Green of Deddington"} ], "uin" : "HL9917"} , {"_about" : "http://data.parliament.uk/resources/967417", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/967417/answer", "answerText" : {"_value" : "

The Children’s Homes and Looked After Children (Miscellaneous Amendments) (England) Regulations 2013 placed additional duties on local authorities seeking to place children out of the authority’s area.

Under the amended regulations, any decision to place a child outside of the local authority’s area must be approved by a nominated officer, or, if that placement is a distant one, by the Director of Children’s Services. The regulations further require that when considering making a distant placement, the responsible authority consults with the host authority, and shares information including the child’s care plan.

It should also be noted that local authorities do place looked-after children in boarding schools from time to time, where it is considered in the child’s best interests. Boarding schools, by their nature, can be outside the responsible local authority’s geographic area.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4689", "label" : {"_value" : "Biography information for Lord Agnew of Oulton"} } , "answeringMemberPrinted" : {"_value" : "Lord Agnew of Oulton"} , "dateOfAnswer" : {"_value" : "2018-09-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-18T15:30:41.553Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2018-09-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Children in Care"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether they plan to require local authorities seeking to place looked-after children outside their own area to consult the local authority where a placement is being sought.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4181", "label" : {"_value" : "Biography information for Lord Beecham"} } , "tablingMemberPrinted" : [{"_value" : "Lord Beecham"} ], "uin" : "HL9917"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
