This government supports Alternative Provision (AP) schools to use their specialist skills and experience to asses the special educational needs of individual pupils referred to them. The department would expect such assessments to be made quickly but, given the variability in individual need, the department believes it would not be appropriate to set a single timeframe for this assessment.

As set out in the Special Educational Needs and Disability (SEND) and AP Improvement Plan, published in March, it is the department’s intention that AP schools will work closely in partnership with mainstream settings to provide high-quality, targeted support and one-to-one interventions. This will build capacity in mainstream schools to identify and support needs early, reducing the numbers of preventable exclusions and expensive long-term placements, and leading to improvements in children’s wellbeing and outcomes.

The department will invest in the workforce across education, health and care to build the capacity of the specialist workforce and to improve confidence and expertise in supporting children and young people with SEND promptly and effectively.

The department is implementing high-quality teacher training reforms which begin with initial teacher training and continues into early career teaching, through to middle and senior leadership. These reforms are designed to ensure teachers have the skills to support all pupils to succeed, including those with SEND and in AP schools.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4703", "label" : {"_value" : "Biography information for Baroness Barran"} } , "answeringMemberPrinted" : {"_value" : "Baroness Barran"} , "dateOfAnswer" : {"_value" : "2023-05-04", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL7255"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-05-04T12:56:23.433Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2023-04-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Special Educational Needs"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to their Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Improvement Plan (CP 800) which states that most pupils going into AP have a special educational need, what additional continuous professional development will be provided to teachers in the sector to deal with the most common conditions.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3453", "label" : {"_value" : "Biography information for Lord Addington"} } , "tablingMemberPrinted" : [{"_value" : "Lord Addington"} ], "uin" : "HL7256"} , {"_about" : "http://data.parliament.uk/resources/1453812", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1453812/answer", "answerText" : {"_value" : "

The UK continues to use its role as penholder to support UN-led efforts towards peace in Yemen. Most recently, on 28 February the UN Security Council adopted Resolution 2624, which reiterated calls for a nationwide ceasefire and for all parties to participate constructively in UN-led consultations. Resolution 2624 listed the Houthi movement under the UN arms embargo for the first time and renewed the mandate of the UN Panel of Experts. The government has provided laptops and tablets to disadvantaged children who would otherwise not have access and are preparing for examinations in year 10, receiving support from a social worker or are a care leaver. Where care leavers, children with a social worker at secondary school and children in year 10 do not have internet connections, the government has provided 4G wireless routers.

The department has delivered laptops, tablets and 4G wireless routers to local authorities and academy trusts based on the department’s estimates of the number of eligible children that do not have access to a device. Local authorities and academy trusts are best placed to identify children and young people who need devices and prioritise their needs.

The department has published data on devices delivered through the programme here: https://www.gov.uk/government/publications/laptops-tablets-and-4g-wireless-routers-progress-data. The department will be publishing a breakdown of data on devices delivered to each local authority and academy trust in future.

The closest matching available data on pupil attendance, including the attendance of vulnerable children, in educational establishments in England since 23 March was published on Tuesday 21 July at the following link and covers data up to Friday 17 July:

https://explore-education-statistics.service.gov.uk/find-statistics/attendance-in-education-and-early-years-settings-during-the-coronavirus-covid-19-outbreak.

The data is collected from individual education establishments and the published figures include estimates for non-response. Equivalent estimates have not been made at lower level geographies.

While the department is committed to welcoming all children back to school from September we recognise that there will be an ongoing role for remote education in the event a school is required to close temporarily. Schools are being asked to make preparations for this eventuality. We are reviewing the need to provide further support where this occurs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4218", "label" : {"_value" : "Biography information for Baroness Berridge"} } , "answeringMemberPrinted" : {"_value" : "Baroness Berridge"} , "dateOfAnswer" : {"_value" : "2020-08-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-08-03T15:08:29.613Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2020-07-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Education: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government how many laptops each (1) local authority, and (2) multi-academy trust has received since the onset of the COVID-19 pandemic; and how many vulnerable pupils are educated by each (a) local authority, and (b) multi-academy trust, in England.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1241", "label" : {"_value" : "Biography information for Lord Watson of Invergowrie"} } , "tablingMemberPrinted" : [{"_value" : "Lord Watson of Invergowrie"} ], "uin" : "HL7256"} , {"_about" : "http://data.parliament.uk/resources/890738", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/890738/answer", "answerText" : {"_value" : "

Measuring the cost of problem gambling is a complicated task. The study by The Institute of Public Policy Research “Cards on the Table”, published in December 2016, estimated that the cost to the Government associated with problem gamblers ranged between £260m and £1.16bn. This reflects an estimate of the costs of public services for those individuals, but it does not capture the wider impact of problem gambling and gambling-related harm to the UK economy. The attached report can be found here: https://about.gambleaware.org/media/1367/cards-on-the-table_dec16.pdf

Building on this analysis, a report produced by the Centre for Economics and Business Research (CEBR), which I attach, (published January 2018 and found here: http://www.coin-opcommunity.co.uk/wp-content/uploads/2018/01/CEBR-Report-final-Jan-2018.pdf) provided estimates of the cost to government of problem gambling specifically related to B2 gaming machines. This analysis estimates that problem gamblers linked to B2 machines could be associated with an excess fiscal cost in the region of £210 million and in welfare terms, the population of B2 problem gamblers could be imposing a cost of £1.5 billion on themselves, their families and their wider social networks.

GambleAware is commissioning research to improve the understanding of gambling-related harm which should lead to a set of metrics which we can use to measure the impact of gambling-related harm on a wider scale. We continue to take problem gambling and gambling-related harm seriously and welcome developments to better understand this issue.

The National Health Service continues to offer world class Human Immunodeficiency Virus (HIV) treatment services.

In its role as the commissioner of specialised HIV care and treatment, NHS England has a service specification which emphasises the responsibility of commissioned providers to collaborate with other health, social care and third sector organisations as appropriate to help ensure the holistic needs of patients are met. This includes ensuring people living with HIV and other comorbidities have access and referral to appropriate services.

The effectiveness of HIV treatment means that more people will live well with HIV in old age. As people living with HIV get older, they will require access to services for the other conditions they may experience. Good communication with their HIV provider is important and this is required in the service specification.

In line with the Five Year Forward View, NHS England will continue to work closely with HIV organisations in order to inform its commissioning responsibilities with regard to specialised HIV care and treatment as well as ensuring primary and secondary health care services respond to the wider health needs of people living with HIV.

The Government’s Improvement Framework for Sexual Health includes the ambition that “older people with diagnosed HIV can access the additional health and social care services they need”. A copy is attached.
