The Government remains committed to implementing all remaining provisions of Part 2 of the Product Security and Telecommunications Infrastructure Act 2022 before the end of 2024. Departmental officials have been prioritising delivery of important measures to help deployment based on extensive engagement with operators, site providers and other stakeholders.

The policy team responsible for the implementation of the PSTI Act, amongst a number of other priorities, is currently staffed by five policy officials below Senior Civil Servant grade, who are supported by legal resource as required.

The team also covers other policy areas, including local authority engagement and street works issues relating to broadband.

The team provides updates to stakeholders on the implementation of the PSTI Act as part of regular, ongoing stakeholder engagement; and recently held two series of roundtable discussions for stakeholders with an interest in the implementation of the PSTI Act in July and September 2023. PSTI Act implementation is raised in many other stakeholder meetings as part of our wider agenda.

Due to the complex nature of the provisions of the PSTI Act that relate to the renewal of relevant leases under the Landlord and Tenant Act 1954, and their interaction with the backdating of rent under that legislation, no final decision has been taken on transitional provisions. However, backdated payments were raised as a key concern during Parliamentary passage, and are something the Department is considering closely. The Department undertook to look carefully at the potential impacts of the backdating of rent when considering the commencement of these provisions and any transitional provisions, and this work is ongoing.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4939", "label" : {"_value" : "Biography information for Viscount Camrose"} } , "answeringMemberPrinted" : {"_value" : "Viscount Camrose"} , "dateOfAnswer" : {"_value" : "2023-12-12", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "HL664"} , {"_value" : "HL665"} , {"_value" : "HL666"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-12-12T14:14:16.307Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "216"} , "answeringDeptShortName" : {"_value" : "Science, Innovation and Technology"} , "answeringDeptSortName" : {"_value" : "Science, Innovation and Technology"} , "date" : {"_value" : "2023-11-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Product Security and Telecommunications Infrastructure Act 2022"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what assessment they have made of the impact of orders for backdated rent payments under the Product Security and Telecommunications Infrastructure Act 2022.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1864", "label" : {"_value" : "Biography information for The Earl of Lytton"} } , "tablingMemberPrinted" : [{"_value" : "The Earl of Lytton"} ], "uin" : "HL667"} , {"_about" : "http://data.parliament.uk/resources/1467964", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1467964/answer", "answerText" : {"_value" : "

The Government’s policy has been for the Protocol to be operated in a pragmatic and proportionate way, protecting the Belfast (Good Friday) Agreement in all its dimension and minimising its impact on everyday lives in Northern Ireland.

In doing so, the Government has developed significant measures to support businesses, such as the Trader Support Service, Movement Assistance Scheme and UK Trader Scheme.

Nevertheless, there have been significant difficulties in the Protocol’s operation, and solutions must be found rapidly. We are working through the structures of the Withdrawal Agreement to find pragmatic ways forward in a range of problem areas. We look to the EU to show a common sense, risk-based, approach.

UK honey bees and other pollinators play an essential role in ensuring our food security and sustaining the health of the natural environment. To help inform Defra’s National Pollinator Strategy (NPS), published in November 2014, the department commissioned a report on the ‘Status and Value of Pollinators and Pollination Services’. The report reviewed evidence on threats to pollinators, including the honey bee, and highlighted the many pressures pollinators face. These include aspects of land-use intensification (landscape alteration, cultivation in monocultures and agrochemical use) as well as urbanisation, invasive alien species, the spread of diseases and parasites, and climate change.

The NPS forms a framework for collective action to help manage and raise awareness of the pressures facing pollinators. The strategy seeks to address key gaps in our understanding about the status of pollinators, identifies specific policy and evidence actions for the Government and others, and identifies actions that everyone can take to help expand food, shelter and nest sites; increasing forage will have definite benefits for honey bees. The pressures honey bees face may have been offset by a recorded increase in beekeeping activity since 2008.
