Information relating to representations made on this matter by different Departments and agencies is not held centrally. In 2021, the Government implemented temporary tariff suspensions on a set of goods, including urine drainage bags, to support the healthcare response to the COVID-19 pandemic. The Government has extended the majority of these suspensions until 31 December 2023. Personal health budgets and the Adoption Support Fund (ASF) are generally used for interventions that are not universally offered or commissioned locally, offering access to support that would not ordinarily be available to meet the child\u2019s needs.<\/p>

<\/p>

The use of personal health budgets for looked after children and young people is being piloted and independently evaluated. The evaluation includes assessment of the benefits of personal health budgets, including impact on mental health outcomes. Regular reviews also take place at an individual level to ensure the support provided continues to meet the child\u2019s needs.<\/p>

<\/p>

An independent evaluation of the ASF was published in August 2017, which can be found attached. The government gave a commitment, in \u2018Adoption: a vision for change\u2019, also attached, to strengthen the evidence base of \u2018what works\u2019 in terms of preventative and therapeutic adoption support. The department is currently exploring ways to achieve this, including through use of the findings of a new independent evaluation of the ASF, monitoring the impact of the fund for children, families, local authorities and providers.<\/p>

Higher education institutions are independent and autonomous. As autonomous organisations, higher education providers are responsible for their own admissions policies and procedures. Decisions on who to admit are a matter for individual institutions, and the Government does not have the right to intervene in these internal processes. Higher education providers are best placed to determine their entry requirements, and to decide who has the ability and the potential to succeed on a particular course.<\/p>

Providers wishing to charge above the basic fee amount must have an access agreement, agreed by the independent Director for Fair Access, which sets out the measures they will put in place to support access to, and participation in, higher education by disadvantaged students and under-represented groups. The Director for Fair Access issues annual guidance to institutions on strategic priorities for access agreements. The Director for Fair Access must have regard to guidance issued by the Government setting out its expectations on the areas that institutions should focus on. Sir Peter North\u2019s 2010 Review of drink and drug driving made an assessment of various studies. The Coalition Government responded in March 2011 by setting out its position on maintaining the current limit. This Government agrees with that assessment and we do not believe any further studies have provided sufficient evidence to change that position.
