On 29 March 2022 the department published the Special Educational Needs Disabilities (SEND) and Alternative Provision Green paper, which set out our plans to improve the experience and outcomes for children and young people with SEND, including those with Sensory Impairment, within a fairer and financially sustainable system. We carefully considered the feedback we received through the responses to the consultation and in the many events that took place during the 16-week consultation period. A full response has been published on 2 March 2023, in the SEND and Alternative Provision Improvement Plan.<\/p>

It is a legal requirement for qualified teachers of classes of pupils with sensory impairments to hold the relevant mandatory qualification (MQSI). To offer MQSIs, providers must be approved by my right hon. Friend, the Secretary of State for Education. We have developed a new approval process to determine providers of MQSIs from the start of the 2023/24 academic year. Our aim is to ensure a steady supply of teachers of children with visual, hearing, and multi-sensory impairments, in both specialist and mainstream settings.<\/p>

The department is streamlining and improving the quality of the post-16 qualifications system at level 3 and below.<\/p>

We are reforming technical education to ensure that all post-16 students have access to vocational and technical options that support progression and meet employer needs. The Government commissioned a review into the two metre (six feet) social distancing rule and took advice from a range of experts, including the Chief Medical Officer, Chief Scientific Advisor, behavioural scientists and economists to ensure that it comprehensively examined how the two metre rule works in practice, the evidence around transmission of the virus in different environments, incidence rates, and international comparisons.<\/p>

Given the significant fall in the prevalence of the virus, the Prime Minister has announced that we can change the two metre social distancing rule from 4 July to a \u2018one metre plus\u2019 approach. This means members of the public can be one metre away from each other while other measures are put in place to limit the transmission of the virus. It is the responsibility of train operators, as service providers, to ensure that their customers are made aware of their rights to compensation or other redress in cases of service failure or disruption, and to handle any claims. Train operators\u2019 own compensation schemes provide the main means of redress for passengers.<\/p>

The Consumer Rights Act 2015 (CRA) came into force for all transport providers on 1 October 2016. The Office of Rail and Road (ORR) is a designated enforcer of consumer law, and has been working with the Rail Delivery Group and individual train operators over the last year to raise their awareness of the CRA and their obligations under it. The Office of Fair Trading (OFT) carried out a market study in 2001 on consumer IT goods and services, including the printer cartridge market. It noted that consumers may find it difficult to identify which printer manufacturer had the cheapest price overall - this included the upfront price of the printer and the price of cartridges over the life of the machine. The OFT worked with the industry to introduce a labelling scheme which allowed consumers to identify how many pages they could expect to print with a cartridge. This allows consumers to consider both the purchase price and the running costs of the printer.<\/p>

The Competition and Markets Authority took over the competition functions of the OFT in 2014.<\/p>

The College of Policing consulted between 27 March and 21 July 2014 on a set of \u2018bail management principles\u2019 that the police had introduced in 2013. The results of that consultation were published by the College on 11 December 2014 and are available on its website www.college.police.uk.<\/p>

Alongside these improvements in the management of pre-charge bail, my Right Honourable Friend the Home Secretary considered that it would also be appropriate to introduce statutory time limits. As a result, the Home Office published a consultation on this on 18 December 2014, which closed on 8 February and is available on the gov.uk website. We are currently considering the 300 responses to the consultation and hope to publish the Government\u2019s response, including proposals for legislation, shortly.<\/p>
