The Central Digital and Data Office (CDDO) in the Cabinet Office does not undertake a central assessment of measures to encourage adoption of Unique Property Reference Numbers (UPRN) in government databases. Deployment and adherence to policies and standards is ultimately the responsibility of individual organisations.<\/p>

CDDO currently has arrangements in place to increase adoption of data standards such as UPRNs. This includes the Data Standards Authority (DSA) and the Technology Code of Practice.<\/p>

The DSA coordinates cross-government work to specify standards for government data systems and the DSA-endorsed UPRNs as an open standard in 2020. The Technology Code of Practice is used by the Cabinet Office Spend Controls assurance process; departments are required to appraise the use of open data standards such as UPRNs when they build or buy technology.<\/p>

The Geospatial Commission, now part of the Department for Science Innovation and Technology and the Department for Levelling Up, Housing and Communities, continues to promote the mandated adoption of UPRNs across the public sector.<\/p>

Non-professional activities are permitted indoors within the legal gathering limits in a group of up to 6 people, or as a group of 2 households/bubbles. The answer given on 21 March 2017 (HL6105) was in response to a question concerning safety improvements in the defence nuclear weapons programme. The response was in relation to radiological incidents at the Atomic Weapons Establishment (AWE), none of which have ever posed any risk to the health of the public or the environment. The incidents raised by the noble Baroness did occur; a small number of residents were evacuated in 2010 as a precautionary measure due to a fire in a non-nuclear area. I can confirm that in none of the incidents cited was it assessed that there was any radiological risk to the public.<\/p>

The risk of any of these incidents recurring has been greatly reduced due to subsequent improvements to the infrastructure at AWE.<\/p>

Activity at AWE sites is governed by a number of permits, authorisations, licences and consents for managing waste and discharges to the environment. AWE plc and the Ministry of Defence continuously monitor their compliance and inspections are routinely undertaken by the relevant regulatory authorities, including the Environment Agency.<\/p>

Six countries currently have been awarded Candidate Status by the European Union (EU). Of these, Montenegro, Serbia and Turkey are currently in accession negotiations. Iceland has suspended its accession negotiations. Macedonia is a candidate country but has not yet opened accession negotiations. Last month, the European Council endorsed the decision to grant Candidate Status to Albania. Two further countries are recognised as potential candidates. These are Bosnia and Herzegovina, and Kosovo.<\/p>

The current governments of Georgia, Moldova and Ukraine have all publicly expressed an interest in joining the EU.<\/p>

The accession process is a lengthy one, involving detailed negotiation of 35 Chapters of the EU Acquis, with candidate countries required to adapt their administrative and institutional infrastructures and bring their national legislation into line with EU legislation in these areas. Financing of the EU and migration will be addressed at several stages in this process, notably in EU Common Positions and related impact assessments by the European Commission on Chapter 2 (Free Movement of Workers), Chapter 24 (Justice, Freedom and Security) and 33 (Financial and Budgetary Provisions). We welcome the emphasis that EU Enlargement Commissioner, Stefan Fule, has placed upon economic governance in the enlargement process, which should increase economic convergence between accession countries and the EU and reduce migratory pressures.<\/p>

The UK has not produced national impact assessments on EU enlargement in addition to the European Commission's own impact assessments.
