As set out in my Written Answer on 5 May (HL3427), we are concerned by the arrests of a number of pro-democracy figures in Hong Kong and are following these cases closely. Senior Officials have raised our concern about the arrests with the authorities in Hong Kong, Beijing and with the Chinese Embassy in London; and we will continue to make our views clear both publicly and privately.<\/p>
Article 22 of the basic law states that "No department of the Central People's Government [,,,,] may interfere in the affairs which the Hong Kong Special Administrative Region administers on its own in accordance with this law". The Government\u2019s priority is to maintain affordable, clean and secure energy supplies for businesses and households. As part of this we share the EU\u2019s ambition to make energy trading easier and more efficient by opening up national markets and increasing the level of interconnection between them.<\/p>
We want to continue arrangements which allow the efficient trade in electricity and gas, both on the island of Ireland, and between the UK and continental Europe.<\/p>

The Sovereign Grant supports the Monarch\u2019s official business, enabling The Queen to discharge her duties as Head of State. It meets the central staff costs and running expenses of Her Majesty\u2019s official household. It also covers maintenance of the Royal Palaces in England and the cost of travel undertaken by Members of the Royal Family to carry out official engagements.<\/p>

Together, Members of the Royal Family complete over 3,000 engagements a year across the UK - many more than The Queen could undertake alone.<\/p>
<\/p>

The Counter-Terrorism and Security Bill proposes new measures to reduce the risk of terrorism; these measures, if agreed by Parliament, will in turn reduce the threat terrorism poses to freedom of speech in universities and elsewhere.<\/p>

The detailed guidance on the proposed new duty, to have regard to the need to prevent people being drawn into terrorism, is currently subject to consultation. The Government expects to revise the guidance in the light of the consultation to make clearer universities\u2019 duty to promote freedom of speech.<\/p>
