The department publishes an annual release entitled ‘Housing supply: net additional dwellings, England’, which is the primary and most comprehensive measure of housing supply, with estimates of new homes delivered, in each financial year shown in Table 1 below.

1 Net additional dwellings includes new builds but also dwellings supplied through conversions of existing buildings, change of existing buildings use, other gains/losses, offset by demolitions. The detail, with each component, is published in Live Table 123.

Estimates of the number of new homes delivered, broken down by flats or houses, are not centrally collected.

Estimates of the proportion of building control reported new build dwelling completions by flats or houses for England, in each financial year, are shown in Table 2 below. These cover new build dwellings only and should be regarded as a leading indicator of overall housing supply.

2. Approximately half of the data used to produce the house building statistics are supplied by the National House-Building Council. These data contain additional detail on the size and type of new homes being completed and can be used to provide annual estimates of the proportion of new build dwellings that are houses as opposed to flats. The caveat is that these estimates are indicative only, as based on just 1 of the 3 sources of building control data (Local Authority Building Control, Independent Approved Inspectors and National House Building Council Data).

Her Majesty’s Government supports the management of and access to research data, so that it can be widely used for research and innovation. The UK Research and Development Roadmap (copy attached) published last year emphasised the importance of data and open research.

The UK enjoys a well-established infrastructure and policy framework for good research data management and access, covering multiple disciplines, including national data centres such as the National Geosciences Data Centre. UK Research and Innovation (UKRI), the UK’s largest public research funder, requires those in receipt of funding from Research Councils to ensure “that all parties engaged in the research make every reasonable effort to ensure that intellectual assets obtained in the course of the research, whether protected by intellectual property rights or not, are used for the benefit of society and the economy”.

UKRI and its Research Councils have policies that set out expectations and guidance on sharing and managing research data. It has a common set of principles on research data, including that publicly funded research data are a public good, produced in the public interest, which should be made openly available with as few restrictions as possible in a responsible manner. UKRI in partnership with research organisations developed the Concordat on Open Research Data to ensure that the research data gathered and generated by members of the UK research community is made available for use by others wherever possible.

UKRI work closely with international bodies to enable global sharing and access to data in the interest of the economy and society. Recently the OECD’s Recommendation on Access to Research Data from Public Funding was updated and this will guide further policy and support in the UK as well as across all OECD members.

The UK was instrumental in securing a tightening of the EU Arms Embargo, prohibiting the export of dual-use goods, and restrictions on communications equipment and military cooperation. As a result, the UK revoked all extant licences which were not consistent with the new measures. The UK has also secured targeted EU sanctions on fourteen individuals responsible for human rights violations in Myanmar.

We do not support the introduction of financial or trade sanctions at this stage. Targeting companies or sectors, and disrupting Myanmar’s financial system, could harm economic development across Myanmar. Any sanctions on economic entities or sectors of the economy must be sufficiently targeted at the military so that they do not harm ordinary working people in Myanmar, who are among some of the poorest in the region.
