The UK condemns the continued persecution of the Ahmadiyya Muslim community in Pakistan and this is regularly raised in our meetings with the Pakistani authorities. On 22 March I met with Pakistan's newly-appointed Foreign Secretary Ishaq Dar to discuss the rights of religious minorities in Pakistan. I raised attacks on Ahmadiyya Muslim mosques with Pakistan's caretaker Foreign Minister Jalil Abbas Jilani on 13 September and in a letter of 5 October in 2023. On 7 March, the UK formally registered concerns with the Pakistan High Commission, condemning all incidents of hate speech directed towards Ahmadi Muslims, the desecration of Ahmadi mosques, and violence against Ahmadi individuals. The Clerk of the Parliaments is by law the employer of the staff of the House and responsible for all terms and conditions of employment. During the pandemic, the then Clerk of the Parliaments decided that Clerks at the Table during regular business of the House should wear a gown over business attire, and that this would be worn by all the Clerks at the Table. The then Lord Speaker was consulted and acknowledged the change to Table Clerk attire, on a temporary basis, though he expressed a preference for the wearing of traditional table dress and gown, but without wigs.<\/p>

Having some element of uniform allowed the Clerk in the Chamber to be identified by Members in the House wishing to seek advice. The decision was taken for a number of reasons, including cost grounds, the potentially temporary duration of the new Table Clerks\u2019 appointments, and the impracticality of acquiring new uniforms during the pandemic. Throughout the ongoing pandemic, the full uniform previously worn has continued to be worn in full at high ceremonial occasions, such as the State Opening of Parliament, and in modified form on other ceremonial occasions including Prorogation; for the Introduction Ceremonies of new Lords Spiritual and Temporal (when ceremonial dress is worn by others) and for Tributes in the Chamber.<\/p>

The Clerk of the Parliaments is considering the position now that the House is no longer operating under the hybrid House guidance. The Clerk of the Parliaments has received representations on this matter from a number of Members of the House and would be very willing to hear the views of others. In deciding what the position will be in future, the Clerk of the Parliaments will need to reflect upon a number of factors including cost, efficiency, the views expressed by Members, and the public perception of the House. As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking what plans have been made to publish data on the impact of COVID-19 pandemic on the UK\u2019s working population, broken down by gender (HL3269)<\/strong>.<\/p>

Labour market statistics are produced every month and include analysis of the working population by sex. The main source for these statistics is the Labour Force Survey (LFS). The LFS\u2019s latest estimates[1] were published on 21 April 2020 and cover the period prior to the implementation of the coronavirus (COVID-19) social distancing measure (December 2019 to February 2020). The next publication is scheduled for 19 May 2020 and will cover the period from January to March 2020.<\/p>

In addition to scheduled publications, the Office for National Statistics (ONS) has a dedicated page[2] on the COVID-19 pandemic and any additional analysis is published there. We have also included some specific questions relating to the impact of the COVID-19 pandemic on the LFS from April 2020 and launched an online Labour Market Survey from April, as announced in a statement[3] from the ONS. Both these sources will provide information by sex. We aim to publish as much as possible, as data becomes available, to aid understanding of the impact of the pandemic on the working population.<\/p>

Our Business Impact of Coronavirus (COVID-19) Survey (BICS) asks firms a number of questions about employment, including whether they had laid off staff, their employment expectations, and take-up of the Coronavirus Job Retention Scheme. Latest survey estimates are available here[4]. Although the data does not enable a breakdown by sex, the sectoral information does show the variation across female-dominated versus male-dominated industries. We have recently published an article on furloughed workers, based on BICS data[5]:<\/p>

In addition, the weekly Opinions and Lifestyle Survey publishes survey responses by sex[6].<\/p>

The rules relating to the licensing of street traders give local authorities the discretion to decide how to regulate street trading in their own area. The Government does not issue guidance to local authorities on this matter. The government is committed to achieving a higher wage, lower tax, lower welfare economy. That means more emphasis on support to working families on low incomes through reducing tax and increasing wages, than on topping up low wages through tax credits.<\/p>

The Chancellor is listening to concerns raised by colleagues and will announce in his Autumn Statement how he plans to achieve the same goal of reforming tax credits and saving the money we need to secure our economy, while at the same time helping in the transition.<\/p>
