NHS England has established a dedicated national programme team which is working in partnership with other national agencies and with local health systems to co-ordinate the preparations for the potential roll out of new treatments for use in the earlier stages of Alzheimer\u2019s disease. These plans assume that, if these new treatments are approved by the regulators, significant additional diagnostic capacity, including amyloid PET-CT, lumbar puncture and MRI, will be needed both to identify patients who are most able to benefit and to provide important safety monitoring for potential adverse effects during treatment.<\/p>

The Government is committed to improving fast tracked access to benefits for people nearing the end of their life. Recent changes to Universal Credit and Employment and Support Allowance regulations have replaced the current 6-month rule for determining who get this fast-tracked access with a 12-month end of life approach.<\/p>

The Social Security (Special Rules for End of Life) Bill, introduced in the Queens Speech earlier this month, will make similar changes to Disability Living Allowance (DLA), Personal Independence Payment (PIP) and Attendance Allowance (AA). We want early years providers and schools to have a workforce equipped to support children with special educational needs and disabilities (SEND) and we are working on this with various organisations, including the National Sensory Impairment Partnership. We have recently announced a £780 million increase to local authorities\u2019 high needs funding, increasing the budget by 12% and bringing the total spent on supporting those with the most complex needs to over £7 billion for 2020-21. This funding can be used to fund children aged 0 to 25 with complex additional needs, such as visual impairment.<\/p>
<\/p>
The Children and Families Act (2014) requires local authorities to work with parents, young people and providers to keep the provision for children and young people with SEND under review, including its sufficiency. We do not prescribe in detail how local authorities should allocate their high needs funding. The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not, therefore, hold information on the value of tax reliefs paid out to employees in net pay schemes.<\/p>

The latest official analysis of the eligibility of workers for automatic enrolment was published on 13 October 2016 in \u2018Workplace Pensions: Update of analysis on Automatic Enrolment\u2019. Information on age and earnings breakdowns for all workers can be found in table 3a on page 6.<\/p>

The Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax.
