NHS England\u2019s Regional Health and Justice teams directly commission the primary healthcare services within prisons, and oversee the healthcare delivery based on the primary care service specifications for prisons. In line with the specifications, healthcare providers should provide healthcare which includes supporting people\u2019s mental health, as well as communication, speech, and language needs.<\/p>

Healthcare services in the children and young people secure estate are commissioned locally by Regional Health and Justice commissioners using core outcome-based specifications, which are benchmarked by the Healthcare Standards for Children and Young People in Secure Settings. These include several individual standards that reference speech, language, and communication needs, as part of the overall complex needs that are common in children held in these settings.<\/p>

NHS England recently held an event for regional Health and Justice neurodiversity leads and commissioners on neurodiversity specialist recruitment, to support with recruitment and training in specialist areas such as speech and language therapists. This included a presentation from the Royal College of Speech and Language Therapist\u2019s prisons lead. Since the financial crisis, we have implemented sweeping reforms to financial regulation. Through the Financial Services Act 2012, we dismantled the failed tripartite system, and replaced it with a set of regulators with clear objectives and responsibilities, with the Prudential Regulation Authority (PRA) responsible for the prudential supervision of the UK banking sector, and the Financial Conduct Authority (FCA) for ensuring proper conduct in line with UK financial regulations.<\/p>

Wyelands Bank remains authorised by the PRA and regulated by the PRA and the FCA; however, as shown on the Financial Services Register, its permission to perform regulated activities is subject to limitations.<\/p>

The Government\u2019s priority is to ensure that unsafe Aluminium Composite Material cladding(ACM) is removed and replaced swiftly. The time to complete works varies considerably depending on factors such as structure, extent of cladding and existing fire safety systems. While we accept that for many buildings, this is a complex job involving major construction work we have taken steps to support building owners undertake the work and are continuing to monitor progress. We have made £600 million of public money available for remediation. We are working closely with a named contact for each building to ensure progress is being made. In April 2019, the then Defence Secretary announced an outline plan for a Centre of Excellence on Human Security in Military Operations. An internal feasibility study outlined options for such a project but having reviewed these options, I believe this approach is an ineffective use of resources to deliver our intent and have taken a decision not to proceed with the centre.<\/p>

In coming to this judgement, we are in no way seeking to divert effort from this key priority and under my direction, officials are developing a comprehensive programme to reinforce Human Security policy and deliver operational best practice.<\/p>

Looking ahead, we will continue to expand our Human Security training programmes for UK and international personnel, delivered in the UK through the Defence Academy. HMRC collates employer information on student loan deductions at the end of each tax year and provides this information in P14 \u201cend of year summaries\u201d to the SLC. The SLC calculate interest and statements are issued to borrowers, advising them of their deductions, interest and outstanding balance at the end of the tax year. This process is repeated annually until all student loan repayments are collected.<\/p>

<\/p>

The repayment information held by the SLC will, as a result of this system, be accurate to the April of the previous tax year. The SLC is not in a position to provide an accurate settlement of a borrower's balance more recently than the previous April. However, the borrower can track and monitor their own settlement balance online if they retain a note of all their repayment deductions made over the tax year.<\/p>

HMRC, BIS and SLC are currently discussing arrangements to share student loan repayment information more quickly, but there is no mechanism to do so in the current tax system and necessary changes will take some time to implement.<\/p>
