Around 75% of residential mortgage borrowers are on fixed-rate deals and are therefore shielded from interest rate rises in the short term. It is also worth noting that lenders are required to stress test all new prospective borrowers’ ability to continue repaying their mortgage under higher interest rates.

However, the Government has already taken immediate action to help households through the Energy Price Guarantee and the Energy Bills Support Scheme. This is in addition to the £37 billion of targeted support for the cost of living this financial year.

When mortgage borrowers are in financial difficulty and struggling to pay their mortgage, Financial Conduct Authority guidance requires firms to provide support through tailored forbearance options. The Government has also taken a number of measures aimed at helping people to avoid repossession, including Support for Mortgage Interest loans for those in receipt of an income-related benefit, and protection in the courts through the Pre-Action Protocol, which makes it clear that repossession must always be the last resort for lenders.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4726", "label" : {"_value" : "Biography information for Baroness Penn"} } , "answeringMemberPrinted" : {"_value" : "Baroness Penn"} , "dateOfAnswer" : {"_value" : "2022-11-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-11-08T15:31:58.703Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2022-10-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mortgages: Interest Rates"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what steps they are taking to support homeowners with rising mortgage rates.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4352", "label" : {"_value" : "Biography information for Lord Hay of Ballyore"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hay of Ballyore"} ], "uin" : "HL2876"} , {"_about" : "http://data.parliament.uk/resources/1358417", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1358417/answer", "answerText" : {"_value" : "

The priority for the British Business Bank (BBB) has been to get the Coronavirus Business Interruption Loan scheme up and running, delivering urgently needed finance to UK SMEs. In order to achieve that, the Bank has worked with the already existing infrastructure and the 40 accredited lenders to make this operational as soon as possible. Existing lenders range from high-street banks to challenger banks, asset-based lenders and smaller specialist local lenders.

Now that the scheme has successfully launched, accrediting new partners is a top priority. The Bank has put in place substantial additional resource to assist with processing applications from new lenders as quickly as possible.

The scheme went live on Monday 23 March, so businesses are able to speak to lenders now and apply for facilities. Businesses should check on the British Business Bank’s webpage to find out which lenders are able to provide the type of finance they are looking for.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2020-04-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-04-06T12:39:24.257Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-03-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "British Business Bank"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether new challenger banks have been accepted as an official lender by the British Business Bank; if not, why not; what estimate they have made of the time that it will take for small and medium sized companies to be able to speak to potential lenders to access the Coronavirus Business Interruption Loan Scheme; and what plans they have to ensure that access is given promptly.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1387", "label" : {"_value" : "Biography information for Lord Mann"} } , "tablingMemberPrinted" : [{"_value" : "Lord Mann"} ], "uin" : "HL2876"} , {"_about" : "http://data.parliament.uk/resources/782453", "AnsweringBody" : [{"_value" : "Attorney General"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/782453/answer", "answerText" : {"_value" : "

In order to charge and prosecute hate crimes, the CPS uses the legal definition provided by the Crime and Disorder Act 1998 and Criminal Justice Act 2003. The shared police and CPS definition of hate crime is based on the perception of the victim or any other person and allows for case flagging and monitoring as well as appropriate victim support, it does not affect the charge.

This flagging definition comes from the recommended definition in the Macpherson report which was published in 1999 as a result of the inquiry into the murder of Stephen Lawrence. The Macpherson Report found a lack of confidence within communities that hate crime was being treated seriously by the police and Criminal Justice System and recommended that the definition of a racist incident should be, ‘any incident which is perceived to be racist by the victim or any other person’. Putting the victim’s perception at the heart of the definition gives a clear signal that, once flagged as a hate crime, an appropriate investigation will follow and evidence to support the law on hostility will be proactively sought. The definition seeks to encourage victims to report and to increase confidence in the Criminal Justice System.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4580", "label" : {"_value" : "Biography information for Baroness Vere of Norbiton"} } , "answeringMemberPrinted" : {"_value" : "Baroness Vere of Norbiton"} , "dateOfAnswer" : {"_value" : "2017-11-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "true", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/782453/answer/previousversion/22806", "answeringMember" : "http://data.parliament.uk/members/4538", "answeringMemberPrinted" : {"_value" : "Lord Keen of Elie"} } , "questionFirstAnswered" : [{"_value" : "2017-11-16T16:44:23.703Z", "_datatype" : "dateTime"} ], "questionFirstMinisteriallyCorrected" : [{"_value" : "2017-11-20T11:19:23.603Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "88"} , "answeringDeptShortName" : {"_value" : "Attorney General"} , "answeringDeptSortName" : {"_value" : "Attorney General"} , "date" : {"_value" : "2017-11-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Hate Crime: Prosecutions"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government under what authority the Crown Prosecution Service (CPS) has agreed a definition of racially and religiously aggravated crime that is wider than the legal definition under the Crime and Disorder Act 1998 and Criminal Justice Act 2003, as indicated in the CPS Public statement on prosecuting racist and religious hate crime published in August.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1807", "label" : {"_value" : "Biography information for Lord Vinson"} } , "tablingMemberPrinted" : [{"_value" : "Lord Vinson"} ], "uin" : "HL2876"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 4, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
