NHS England currently supports palliative and end of life care for children and young people through the Children and Young People’s Hospice Grant. Last year, NHS England confirmed that it will be renewing the funding for 2024/25, once again allocating £25 million of funding for children’s hospices using the same prevalence-based allocation approach as in 2022/23 and 2023/24. This prevalence-based approach ensures funding matches local need. Funding will be distributed via integrated care boards (ICBs) in line with National Health Service devolution.

All ICBs in England, including those in the West Midlands, were notified of the amount of funding that each ICB will receive during week commencing 19 February 2024. Additionally, all ICBs in England, including those in the West Midlands, will be notified of the distribution method to be used very shortly.

The Department and NHS England hope to be able to provide the greater clarity that the sector is seeking on this important funding stream to children’s hospices in the coming weeks.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4948", "label" : {"_value" : "Biography information for Lord Markham"} } , "answeringMemberPrinted" : {"_value" : "Lord Markham"} , "dateOfAnswer" : {"_value" : "2024-02-29", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL2612"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-29T12:08:39.68Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-02-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Hospices: Children"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government whether integrated care boards (ICBs) have been informed of the details of the Children’s Hospice Grant for children’s palliative care, including (1) the amounts awarded to each ICB, and (2) the distribution method to be used.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2024", "label" : {"_value" : "Biography information for Lord Hunt of Kings Heath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hunt of Kings Heath"} ], "uin" : "HL2611"} , {"_about" : "http://data.parliament.uk/resources/1522071", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1522071/answer", "answerText" : {"_value" : "The UK Government has determined an additional £14.6 billion of spending by 2024-25 can be allocated to its domestic priorities, rather than be sent in contributions to the EU. Ambulance services have operated with Community First Responders (CFRs) for many years in mainly rural areas and they play a vital role in responding to the highest priority 999 calls whilst paramedics are en-route.

West Midland Ambulance Service (WMAS) recognise that Community First Responders (CFRs) play a key role in protecting local communities and they want to enhance that by increasing the number of CFRs, using a consistent model of response, so that even more lives can be saved.

Since the introduction of the Ambulance Response Programme, ambulance services have a clearer indication of the severity of each 999 call and so can assign the most appropriate response to that call, which may include the dispatch of a CFR, to ensure that each patient receives the right response for their clinical need.

WMAS plan to use their CFRs to target the most seriously ill patients, in the way that CFR schemes were originally set up.

The Government are content with the approach WMAS are taking regarding CFRs and have no concerns regarding their future plans.

In 2015, the Association of Ambulance Chief Executives published a document on the use of CFRs. The document seeks to reduce national variation in the governance of CFR schemes and aims to addresses the deployment of CFRs across all categories of calls. The Government is investing £10 billion in the NHS Five Year Forward View which includes developing a framework for how seven day services can be delivered sustainably and affordably, where this makes a clinical difference to outcomes.

Implementing seven day services will involve different approaches in different areas, not least because current levels of service provision at weekends currently vary between hospitals. All areas will implement in the way that makes sense for them, minimising additional costs and maximising opportunities for using existing resources better.

It will be for local providers and their Local Education and Training Boards to develop workforce plans for delivering seven day services in hospitals which will make the best use of staff skills and expertise. There may be additional staff needed, including doctors, and the Department is working with NHS England and Health Education England to make sure we have the workforce we need, including looking at new working patterns and roles such as physician associates.

In order to provide safe, high-quality urgent and emergency care services seven days a week, NHS England recommended that hospitals prioritise implementation of four of the 10 clinical standards agreed by their ‘NHS Services, Seven Days a Week’ Forum. These ensure that patients who have urgent and emergency hospital care needs will have access to the same level of consultant assessment and review, diagnostic tests and consultant-led interventions seven days a week. The Government will ensure that by March 2017 a quarter of the population will have access to care that meets these standards and, by March 2020, there will be complete coverage for the whole of England. This means that hospitals will have to increase their provision of services in key specialties at the weekend if they are not currently meeting these standards.

Although we are prioritising the standards which will have the biggest impact on improving patient care at weekends, we expect all hospitals to work towards embedding all ten clinical standards by 2020.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/127", "label" : {"_value" : "Biography information for Lord Prior of Brampton"} } , "answeringMemberPrinted" : {"_value" : "Lord Prior of Brampton"} , "dateOfAnswer" : {"_value" : "2015-10-23", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL2610"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-10-23T10:55:49.56Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2015-10-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "NHS: Working Hours"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what assessment they have made of the number and cost of extra doctors, nurses, therapists and diagnostic staff required for seven-day working in the NHS.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2024", "label" : {"_value" : "Biography information for Lord Hunt of Kings Heath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hunt of Kings Heath"} ], "uin" : "HL2611"} , {"_about" : "http://data.parliament.uk/resources/105802", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/105802/answer", "answerText" : {"_value" : "
