There are no specific restrictions in fertiliser legislation preventing suppliers from reusing fertiliser sacks. However, guidance around the storage and handling of certain fertilisers such as ammonium nitrate may still apply, which could impact on the feasibility of reusing fertiliser sacks. For example, the Health and Safety Executive recommends precautions to prevent the risk of contamination and spillage, including that bags should be completely sealed on filling. In practice, the reuse of large sacks used by farmers is likely to be limited as they are usually cut open to transfer the fertiliser into the spreading equipment.<\/p>

There are no provisions in UK animal feed legislation preventing the reuse of plastic sacks. The Government has committed to relocating a minimum of 22,000 Civil Service roles outside of central London over the next decade, this will include the West Midlands alongside other parts of the UK. There is now a policy presumption against the creation of new public bodies in London.<\/p>

As part of the Places for Growth programme, the Government will seek to establish sustainable career pathways into senior grades so that London is not the only route for progression to the Senior Civil Service. The programme is working with departments and public bodies to develop plans that ensure that roles across all grades are relocated.<\/p>

As outlined in the existing Road Investment Strategy, announced in 2014, the total investment in major schemes on the strategic road network in the North (taken to be the North West, North East and Yorkshire) between April 2015 and March 2021 is expected to be about £2.9 billion. Construction of some of these schemes will continue beyond 2021 so the overall spend is expected to be £4.8 billion. Over £2.5 billion has also been committed to local transport projects and improvements to 2021. In addition, substantial amounts of funding have been allocated to road maintenance on both the strategic and local road networks in the north.<\/p>

The Government has ambitious plans for rail which is why Network Rail has been allocated a record £38 billionfor the period from 2014-2019. The Secretary of State for Transport has asked Sir Peter Hendy, as the new chair of Network Rail, to report to him this autumn with a proposal for re-planning the Control Period 5 enhancements in a way that is efficient, deliverable and affordable. Until that work is complete, the spending profile in any given year is not available.<\/p>

The Government will update its plans following the Spending Review, which will conclude on 25 November 2015.<\/p>

Her Majesty\u2019s Government has an extensive programme of work underway with North African partners to address the criminal activities of people smugglers and human traffickers in that region. For example, we are working with partners in North and East Africa to address the maltreatment of Eritrean migrants in the Sinai, and in March of this year, the Home Secretary also signed an EU \u2018Mobility Partnership\u2019 with Tunisia, which is intended to bolster cooperation with that country, including joint efforts to tackle illegal immigration and trafficking in human beings. We have also made clear our intention to join a \u2018core group\u2019 of Member States and African partners leading the new \u2018Khartoum Process\u2019, due to be launched at a Ministerial Conference in Rome on 28 November, which will focus on new, concrete actions to combating people smuggling and human trafficking in the Horn of Africa. We also support the EU\u2019s proposals for sustainable protection in North and East Africa under EU Regional Development and Protection Programmes (RDPPs). We intend to work with our EU partners to deliver them, as we have already done with the Syria EU Regional Protection and Development Programme alongside our provision of £700 Million in humanitarian aid.<\/p>

In the Government\u2019s view the only sustainable response to the scale of the situation in the Mediterranean is to ensure sufficient protection is available in the region and work with third country partners to combat the facilitators and traffickers. We do recognise there will be some refugees for whom regional protection does not offer a viable solution, which is why the UK continues to number among those offering the greatest number of resettlement places in the EU, and has developed our Vulnerable Persons Relocation scheme to specifically address the needs of vulnerable migrants fleeing the Syrian conflict.<\/p>
