The Department is, with others, defending court proceedings which were issued in December 2019 by claimants who contend that hormone pregnancy tests (HPTs), such as Primodos, caused birth defects.

The Department has made an application to strike out the claim by individuals which allege that HPTs caused them harm, which is due to be heard in May 2023. The scientific evidence has been reviewed on a number of occasions and most recently by the Commission on Human Medicines Expert Working Group on Hormone Pregnancy Tests. The Expert Working Group concluded that the available scientific evidence did not support a causal association. It is therefore not considered appropriate to establish an independent mediation process.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4948", "label" : {"_value" : "Biography information for Lord Markham"} } , "answeringMemberPrinted" : {"_value" : "Lord Markham"} , "dateOfAnswer" : {"_value" : "2022-10-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-10-13T12:20:59.503Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2022-09-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Primodos"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government whether they are supporting the pharmaceutical company Bayer in seeking to strike down an attempt by victims of Primodos to have their case heard; if so, why; and whether they will seek to establish an independent mediation process to ascertain whether there is a causal link between Primodos and birth defects.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/738", "label" : {"_value" : "Biography information for Lord Alton of Liverpool"} } , "tablingMemberPrinted" : [{"_value" : "Lord Alton of Liverpool"} ], "uin" : "HL2291"} , {"_about" : "http://data.parliament.uk/resources/1349806", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1349806/answer", "answerText" : {"_value" : "

Vehicle manufacture is a global industry and consequently, there is no agreed approach that can be used to inform consumers of the comparative carbon footprint of the production of different vehicles. The Government does not currently have any plans to inform consumers about the comparative carbon footprint generated by different electric vehicles in their production. We expect the transition to zero emission motoring to be industry-led, supported by measures set out in our Road to Zero strategy.

In 2018, the Department for Transport developed the Transport Energy Model. This was published alongside the Road to Zero strategy to provide a clear assessment of the relative environmental impacts of different road vehicle technologies and fuels. The Model showed that UK battery electric vehicles have substantially lower greenhouse gas emissions than conventional vehicles, even when accounting for the energy mix of the electricity to charge the battery, as well as the electricity used for battery production.

Electric vehicle emission values are highly dependent on the electricity mix of the country in which the vehicle is charged, and the country in which the vehicle, battery, and other parts are manufactured. Emission values will also vary according to model type, car size, and miles driven. To obtain full environmental benefits, electric vehicles and their batteries need to be manufactured using electricity from carbon-free sources.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2020-03-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-03-19T17:04:02.983Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-03-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the case for production of a standardised formula for assessing vehicular carbon footprint in manufacture to produce a reliable comparative assessment system for the vehicle market.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4230", "label" : {"_value" : "Biography information for Baroness Randerson"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Randerson"} ], "uin" : "HL2291"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 4, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
