The UK stands shoulder to shoulder with Pakistan as it faces the consequences of the recent devastating flooding. The UK was one of the first countries to announce funding (£1.5 million) to respond to the humanitarian need. We have now increased this to £16.5 million to support flood relief efforts. UK aid will be targeted towards the hardest hit areas of Sindh and other provinces. The UK contribution is also now over 10 per cent of the joint UN and Government of Pakistan emergency appeal ($160 million). At the end of the transition period, the UK will be an independent coastal state with rights under the UN Convention on the Law of the Sea to control and manage the resources in our waters.<\/p>

On 27 February 2020, the Government published the UK\u2019s approach to the future relationship with the EU. The Government is ready to consider an agreement on fisheries that reflects the fact that the UK will be an independent coastal state at the end of 2020. However, any such framework agreement should set out the scope and process for annual negotiations on access to the parties\u2019 exclusive economic zones and fishing opportunities. Fishing opportunities should be negotiated annually based on the best available science for shared stocks provided by the International Council for Exploration of the Seas. The UK will not accept the Common Fisheries Policy\u2019s \u2018relative stability\u2019 mechanism for sharing fishing quotas, which is outdated and based on historical fishing activity from the 1970s. Future fishing opportunities should be based on the principle of zonal attachment, which better reflects where the fish live.<\/p>
<\/p>
Negotiations with the EU commenced on 2 March. We have not conducted a specific assessment of the detention centres where Pakistani Christians are detained. However, consular officials visit prisons and Immigration Detention Centres in Bangkok regularly to carry out their consular duties with respect to British citizens. Their assessment is that conditions are generally poor and they are aware that women and children are also detained.
A number of international obligations exist in regard to the detention of children including the International Covenant on Civil and Political Rights, the Convention Against Torture and the Convention on the Rights of the Child. We have raised our concerns with the Thai Minister for Justice and senior officials. The Thai authorities have shown themselves willing to cooperate on work to improve prison conditions and we are ready to share our experience and expertise. We maintain a regular dialogue with many senior prison officials to address specific concerns.
We meet the UN High Commissioner for Refugees regularly to discuss how we can assist their work, including around conditions of detention.<\/p>"}

Every death in custody is a tragedy, and the Government is committed to reducing the number of self-inflicted deaths in prisons. All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves. These procedures include the Assessment, Care in Custody and Teamwork (ACCT) process, which is a prisoner-centred, flexible care planning system for prisoners identified as at risk of suicide or self-harm. Prisons are also required to ensure that they have procedures in place to learn from deaths in custody to prevent future occurrences.<\/p>
<\/p>
We are working hard to understand the reasons for the recent rise in the number of self-inflicted deaths, but there is no simple explanation. Additional resources and support are being provided for safer custody work in prisons, and in particular to improve the consistency of the ACCT system. The National Offender Management Service has also put in place additional staff at regional level to support staff in prisons and to share good practice, and created a dedicated learning and knowledge management team at headquarters which is providing further support for safer custody work.<\/p>
