OneWeb has now raised $2.4bn of equity commitments from investors and while the most recent funding rounds are going through standard regulatory approval processes, we expect the company to begin generating revenues and profit in the coming years following the introduction of commercial services.

There are currently eight directors on the board, of which the Government holds three seats. These roles are currently filled by Hugo Robson (BEIS), Tom Cooper (UK Government Investments), and Rob Woodward (Chair of the Met Office). The board will expand in the coming months as recent investments receive regulatory clearance and independent directors are appointed.

On the 4 February the Prime Minister announced a consultation on bringing forward the end to the sale of new petrol, diesel and hybrid vehicles to 2035, or earlier if a faster transition appears feasible. The consultation was published on 20 February.

This follows our manifesto commitment and reflects the independent Committee on Climate Change advice that the phase out date should be 2035 or ideally 2030, and that only battery electric or other zero emission vehicles should be permitted to be sold after this point.

As part of this consultation, we are asking what the accompanying package of support will need to be to enable the transition and to minimise the impacts on businesses and consumers across the UK, building on the significant demand and supply side measures already in place. We are already engaging with stakeholders on this issue and plan to conclude the consultation in the summer.

On 4 October 2017, the Prime Minister announced an independent review of mental health legislation and practice to tackle the issue of mental health detention. The independent review will look at a range of issues, and central to this will be a consideration of why rates of detention are increasing and what can be done to reduce inappropriate detention and improve how different agencies respond to people in crisis. The review will make recommendations to Government in 2018.

The Government recognises that improved community mental health services need to be in place, to support people before their mental health deteriorates to the point they need to be detained under the Mental Health Act. Crisis Resolution and Home Treatment Teams will therefore receive £400 million in additional funding by 2021, to ensure that they can offer a responsive service at all times of the day.

The Government is also investing £247 million to 2021 in mental health support in hospital emergency departments, and police forces are working National Health Service partners to deliver street triage services to support people with immediate mental health needs. The Government has already introduced a waiting time standard to help ensure that people receive rapid access to Early Intervention in Psychosis services, and in August 2017, 75.3% of patients started treatment within two weeks of referral.

On 18 October, the Government launched a new £15 million scheme, Beyond Places of Safety. This will seek to fund services in 2018/19 and 2019/20, including places of calm and crisis cafes, that offer support to people who are at risk of mental health crisis.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4545", "label" : {"_value" : "Biography information for Lord O'Shaughnessy"} } , "answeringMemberPrinted" : {"_value" : "Lord O'Shaughnessy"} , "dateOfAnswer" : {"_value" : "2017-11-02", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL2253"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-11-02T12:59:24.52Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2017-10-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mental Health Services"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what steps they are taking to ensure mental health issues are addressed before patients reach a state where they need to be detained under the Mental Health Act 1983.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3335", "label" : {"_value" : "Biography information for Lord Brooke of Alverthorpe"} } , "tablingMemberPrinted" : [{"_value" : "Lord Brooke of Alverthorpe"} ], "uin" : "HL2252"} , {"_about" : "http://data.parliament.uk/resources/600499", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/600499/answer", "answerText" : {"_value" : "

Both Saudi Arabia and Yemen are parties to the 1954 Hague Convention on the Protection of Cultural Property in the event of Armed Conflict, and to the 1972 World Heritage Convention. The UK is supplying a range of precision-guided weapons and munitions to assist the Royal Saudi Air Force under pre-existing arrangements. We are aware of reports of alleged violations of International Humanitarian Law (IHL) in Yemen by all sides to the conflict and take these very seriously. We have raised our concerns, including protection of cultural property, with the Saudi Arabian government and have received repeated assurances of IHL compliance and continue to engage with them on those assurances.
