The government recognises that there are a number of international examples, including in Singapore and India, which provide useful insights to inform the development of our adult skills reforms.

We are also taking steps to improve productivity, employment levels and social inclusion. Programmes including Apprenticeships, funded or co-funded skills provision through the Adult Education Budget, access to Advanced Learner Loans and the National Retraining Scheme enable adults to gain the skills that they need to progress or reskill.

The government has started testing the first part of the National Retraining Scheme, Get Help to Retrain, in 6 areas across England. Get Help to Retrain is a digital service that will help users to understand their current skills, explore alternative occupations and find and sign up to training. We will continue to test and further improve the service in 2020. The government is also providing an extra £3 billion to develop a National Skills Fund that helps adults to learn new skills and to prepare for the economy of the future.

The ethnicity data published on the Ethnicity Facts and Figures website includes data from the Census, published official statistics, numerous Government surveys and Departments’ own administrative records.

The website includes education, health and some housing data about Gypsies and Irish Travellers. It does not currently include information about permanent and transit sites, as well as unscheduled tenure, employment, social capital, income, and crime and policing for this group.

In relation to information on Gypsies and Irish Travellers, Government collects and reports data using a number of different ethnic group classifications.

The Department of Education collects information about Travellers of Irish Heritage and Gypsy/Roma separately whereas many other departments use the 2011 ethnic group Census classification which is Gypsy, Traveller or Irish Traveller. In many cases where survey data has been collected using the 2011 ethnic group Census classification, the number of Gypsy, Traveller or Irish Travellers interviewed is very small (eg English Housing Survey and Crime Survey for England and Wales). Maximum residue levels (MRLs) are set so as to reflect the highest amount of pesticide residue expected in food when a pesticide is used in accordance with its authorisation. This means that a residue level above the relevant MRL does not necessarily indicate an unacceptable risk for consumers.

‘Roundup’ is the trade name of one product among many herbicides which contain the active substance glyphosate. The Government has undertaken 2,046 tests for glyphosate in the last five years. During 2011, 17 samples of lentils and three samples of pulses contained residues above the permitted MRL. An assessment of these findings found no concerns for human health from these residues. The MRL for lentils did not reflect glyphosate use permitted outside the EU. After proper technical assessment, that MRL was subsequently raised to accommodate such use. All the earlier lentil samples contained residues below the new MRL. Results are published online by the Expert Committee on Pesticide Residues in Food.

Crops or proteins produced exclusively for animal consumption are not currently subject to EU MRLs. However, crops such as soya that are grown for both human and animal consumption are subject to MRLs set under Regulation (EC) No 396/2005. The current MRLs set for glyphosate are published in Commission Regulation (EU) No 293/2013.

The Government has not conducted any analytical tests for glyphosate on corn (maize) or rape seeds. Commodities tested include bread, flour, oats, wheat, noodles, cereal bars, infant food, beer, soya products, rice, lentils and pulses.
