The decision to no longer introduce a combined T Level in Hairdressing, Barbering and Beauty Therapy was taken following discussions with employers and representatives of the hair and beauty sector. The feedback the department has had from the hair sector representatives has led the department to the conclusion that the best route is for learners to progress into their industry through completion of an existing level 2 or level 3 apprenticeship or a level 2 classroom-based qualification.<\/p>

The beauty sector has fed back that a good quality level 3 classroom-based progression route is desirable. Therefore, the department has decided to explore introducing a T Level which focuses on the beauty sector, with the expectation that this could be introduced after 2025. The department will update stakeholders in due course following scoping work and engagement with the beauty sector and T Level providers.<\/p>

Payment of the development charge made to the Awarding Organisation to date is £450,990 (excluding VAT). This is for the development of the originally scoped Hairdressing, Barbering and Beauty Therapy T Level. Our adult skills system seeks to increase productivity, support employment and promote social inclusion. The Adult Education Budget fully funds or co-funds skills provision for eligible adults aged 19+ from pre-entry to level 3 and includes funding to help learners to overcome barriers which prevent them from taking part in learning.<\/p>

The attached City and Guilds Group report, \u2018Missing Millions\u2019, states that adult skills are becoming increasingly important due to adults being economically active for longer as well as automation and technological change. The department is committed to improving the offer for adults through user research and delivering the flexibility in training that adults tell us that they need.<\/p>

Moreover, over the course of this Parliament, we are providing an extra £3 billion for a new National Skills Fund to help people learn new skills and to prepare for the economy of the future.<\/p>

The City and Guilds Group report also highlights the important role that employers have in investing in training their workforces.<\/p>

Under current funding arrangements for schools in England, local authorities devise funding formulae through which to distribute funding to schools in their localities. One of the factors local authorities can include is \u2018English as an additional language\u2019 (EAL). In 2014-15, a total of £244 million was allocated through this factor to school budgets. In 2015-16, it was £267 million, and in 2016-17, £282 million. The table below provides these figures by region. These figures do not represent the cost of supporting pupils with EAL. The amounts form part of the school\u2019s core budget and it is then for school leaders to determine how best to use their whole budget so that all pupils can reach their full potential.<\/p>

We will introduce a national funding formula from 2018-19 so that funding is fair and matched to need. Our first consultation, launched earlier this year, proposed that the formula should include an EAL factor. We will set out the precise detail of the formula in our second consultation, to be published later this autumn.<\/p>

The independent Crime Survey for England and Wales shows that crime has fallen by more than a quarter since June 2010. While better police recording of violent crime appears to have led to a recent statistical rise, knife crime offences remain 18% below the level in the year to June 2010 and figures for London show that knife crime offences are now 24% lower than June 2010. In the year ending March 2015, the Metropolitan police recorded 9,623 offences involving a knife or sharp instrument, a 4% decrease compared with the previous year (10,012 in year ending March 2014). Police forces do not break down offence data by age.<\/p>

We are taking a range of steps to tackle knife crime, including working with police forces and other key partners through the Ending Gang and Youth Violence programme, including in 25 London boroughs. The reconfiguration of local health services is a matter for the local National Health Service. All service changes should be led by clinicians and be in the best interests of patients, not driven from the top down.<\/p>
