As of 1 January 2020, we are in the transition period during which the United Kingdom will continue to follow European legislation and European Medicines Agency (EMA) processes and decisions until 31 December 2020. We continue to receive public safety information from the EMA and have firm links with the World Health Organization and other key international public health organisations working on this issue. The Government has set out its negotiation approach with the European Union, which includes commitments for cooperation and information sharing to enable regulators to act promptly to safeguard patient safety and public health.<\/p>

The UK is a world leader in preparing for and managing public health incidents and on 3 March the Government published its action plan to tackle the spread of coronavirus. The Technical and Further Education Act requires schools to give education and training providers the opportunity to talk directly to pupils in years 8-13 about the approved technical education qualifications and apprenticeships that they offer.<\/p>

We intend this measure to come into force in January 2018. It will ensure that young people hear more about the alternatives to academic and school-based routes and are aware of all the opportunities to higher skills that offer access into the workplace.<\/p>

The Secretary of State has confirmed that we will publish a careers strategy shortly. Patients have a legal right, set out in the NHS Constitution, to start consultant-led treatment within a maximum of 18 weeks from referral for non-urgent conditions. The NHS Constitution for England is attached, as is the Handbook to the Constitution, which provides a further level of detail regarding the rights and pledges. Performance is measured against an operational standard that 92% of patients who have not yet started treatment should have been waiting less than 18 weeks from referral at the end of each month. These referral to treatment waiting times are collected for 18 treatment functions (e.g. trauma and orthopaedics), but not for individual conditions or procedures. They are different from the data derived from hospital episode statistics, which show only the waiting time from decision to admit to admission, and not the waiting time from referral to start of treatment.<\/p>

The situation in Kobane is deeply worrying. As the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), set out in an oral statement to Parliament on 26 September, Official Report, column 1255, the UK will tackle the Islamic State of Iraq and the Levant (ISIL) using all the resources at our disposal. These include humanitarian efforts, which Britain is already leading, aimed at helping those displaced by ISIL\u2019s onslaught, and diplomatic efforts to engage the widest possible coalition of countries. There is now a coalition of over forty countries including a number of Arab countries. We support the air strikes being conducted by the US and the five Arab nations against ISIL in Syria.<\/p>
