The success of the East Coast Digital Programme is dependent on collaborative business change across a number of organisations, known as industry partners. Alongside my Department and Network Rail, these include passenger and freight train operators and suppliers.

The 3 Lines of Defence approach is the formal Network Rail Cost Estimate Assurance process. The 1st line is led by business operations which perform the day to day activity. At this stage proposed costs are assessed to ensure they capture all relevant scope and risk as well as being sufficiently evidenced. The 2nd line is provided by other functions in the business to provide a strategic overview of costs and to ensure work has been undertaken diligently. The 3rd line is independent assurance, which for the East Coast Digital Programme Full Business Case was provided by Turner and Townsend. In addition to this assurance, the Department’s Centre of Excellence and the Infrastructure Projects Authority have both independently reviewed the Programme, prior to approval of the Full Business Case.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4580", "label" : {"_value" : "Biography information for Baroness Vere of Norbiton"} } , "answeringMemberPrinted" : {"_value" : "Baroness Vere of Norbiton"} , "dateOfAnswer" : {"_value" : "2022-07-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-07-20T14:45:24.033Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2022-07-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "East Coast Main Line: Railway Signals"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government, further to the Written Answer by Baroness Vere of Norbiton on 8 July (HL1360), who are the industry partners who have provided cost estimates for funding the East Coast Digital Programme; what is the 3 Lines of Defence approach to scrutinising cost estimates; and who is responsible for the independent analysis within the 3 Lines of Defence approach.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4230", "label" : {"_value" : "Biography information for Baroness Randerson"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Randerson"} ], "uin" : "HL1708"} , {"_about" : "http://data.parliament.uk/resources/1343511", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1343511/answer", "answerText" : {"_value" : "

The UK welcomes international students and places no limit on the number of international students who can study in the UK.

Our offer to students is competitive internationally and as part of the launch of the Student & Child Student route we have simplified and streamlined the route to make it simpler for students to meet the requirements.

To be able to study in the UK, international students must receive an unconditional offer of a place on a course of study from a licenced Student sponsor listed on the published register of Student sponsors.

A key safeguarding requirement for unaccompanied minors travelling to the UK is for Child Students, and Students under the age of 18, to provide proof of relationship (such as a birth certificate) and consent from their parent or legal guardian for their living and care arrangements during their study in the UK. Proof of relationship is also required where the student is relying on funds held in their parent’s name, to establish the parent has consented to their use.

All documents submitted with an application for permission on the Student or Child Student routes must be in English or accompanied by a certified translation of the document. The cost of translation may differ dependent on the certified translator used and the document being translated.

An impact assessment on the new points-based Student and Child Student routes was published and can be found alongside the Statement of Changes laid in Parliament on 10 September 2020.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2021-07-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-07-19T16:16:06.48Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2021-07-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Visas: Boarding Schools"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether international boarding school students wishing to study in the UK are required (1) to apply for visas to enrol in a school that is classed as a Highly Trusted Sponsor, and (2) to provide a birth certificate translated into English; if so, what is their estimate of the additional cost for each applicant to provide this information; and what assessment they have made of the extent to which this may act as a deterrent for international students.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/657", "label" : {"_value" : "Biography information for Lord Kilclooney"} } , "tablingMemberPrinted" : [{"_value" : "Lord Kilclooney"} ], "uin" : "HL1708"} , {"_about" : "http://data.parliament.uk/resources/1179829", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1179829/answer", "answerText" : {"_value" : "
