The success of the East Coast Digital Programme is dependent on collaborative business change across a number of organisations, known as industry partners. Alongside my Department and Network Rail, these include passenger and freight train operators and suppliers.<\/p>

The 3 Lines of Defence approach is the formal Network Rail Cost Estimate Assurance process. The 1st line is led by business operations which perform the day to day activity. At this stage proposed costs are assessed to ensure they capture all relevant scope and risk as well as being sufficiently evidenced. The 2nd line is provided by other functions in the business to provide a strategic overview of costs and to ensure work has been undertaken diligently. The 3rd line is independent assurance, which for the East Coast Digital Programme Full Business Case was provided by Turner and Townsend. The UK welcomes international students and places no limit on the number of international students who can study in the UK.<\/p>

Our offer to students is competitive internationally and as part of the launch of the Student & Child Student route we have simplified and streamlined the route to make it simpler for students to meet the requirements.<\/p>

To be able to study in the UK, international students must receive an unconditional offer of a place on a course of study from a licenced Student sponsor listed on the published register of Student sponsors.<\/p>

A key safeguarding requirement for unaccompanied minors travelling to the UK is for Child Students, and Students under the age of 18, to provide proof of relationship (such as a birth certificate) and consent from their parent or legal guardian for their living and care arrangements during their study in the UK. Proof of relationship is also required where the student is relying on funds held in their parent\u2019s name, to establish the parent has consented to their use.<\/p>

All documents submitted with an application for permission on the Student or Child Student routes must be in English or accompanied by a certified translation of the document. The cost of translation may differ dependent on the certified translator used and the document being translated.<\/p>

A total of 21 local television services have launched since November 2013 with a further 13 local services due come on air next year. The development of local television has been supported by up to £40m of ring-fenced funding under arrangements agreed with the BBC in 2011. Under these arrangements, the BBC will provide up to £25 million to cover the capital costs of building the local television transmission network and up to £15m for content funding from the BBC for each station's first three years on air.<\/p>

The draft Charter agreement published on 15 September included an extension to the content funding arrangements. This would ensure that all local television stations launching by 31 July 2017 and that wish to receive BBC support for their first three years on air will able to receive funding under these arrangements until March 2020.<\/p>

The European Commission concluded a State aid investigation into various Aggregates Levy exemptions on 23 March 2015. The Commission had originally approved all the levy exemptions in 2002, but were required to carry out a State aid investigation as a result of legal challenge. The Commission\u2019s decision found all the levy exemptions lawful except for part of the exemption for shale aggregate.<\/p>

The Chancellor announced in his Summer Budget that all of the lawful exemptions would be reinstated from 1 August 2015.<\/p>

The Commission have ordered recovery of State aid provided by the exemption for some types of shale aggregate. HM Revenue & Customs (HMRC) have recently written to potentially affected businesses. The government will continue to work with the industry to minimise the impact of recovery on affected businesses, and any businesses that are concerned should contact HMRC as soon as possible.<\/p>

The former Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), met the President and Prime Minister of the Kurdistan Region in Iraq on 27 June, and our Consul General in Erbil regularly meets the Kurdistan Regional Government (KRG) and others to discuss the humanitarian crisis and assistance to displaced persons including Christians from Mosul. Most recently the Consul General met the Head of the KRG\u2019s Department for Foreign Relations on 6 August to discuss the specific needs of Christians and other minority groups including Yezidis fleeing from Sinjar. Foreign and Commonwealth Office officials meet regularly with the KRG representation to the UK, and have done so several times since the Islamic State of Iraq and the Levant\u2019s (ISIL) attacks on Mosul and other parts of Iraq in mid June 2014.<\/p>
