Since the end of the Transition Period the UK is no longer part of Roam Like at Home so surcharge-free roaming for UK consumers in the EU is no longer guaranteed.<\/p>

During negotiations for the Trade and Cooperation Agreement with the EU, the UK proposed continuation of reciprocal agreements between the UK and EU for surcharge free roaming, or a review clause to consider the need for these should roaming surcharges return for consumers. The EU did not agree to either of these proposals. Therefore, mobile operators are now able to impose a surcharge on UK consumers travelling abroad to the EU for their mobile phone usage. We advise that consumers check with their operators before travelling.<\/p>

Our assessment is that the crisis in Sri Lanka is being adequately managed through existing mechanisms in Sri Lanka, including the Government\u2019s National Disaster Management Office (NDMO) and humanitarian agencies on the ground, including the Sri Lankan Red Cross Society. Prior to the eruption of fighting in Juba in early July 2016, the humanitarian situation in South Sudan was already dire, with unprecedented levels of food insecurity and one in five people displaced. In the aftermath of the recent crisis, we assess that the situation is now worse than it has ever been since independence in 2011. Six million people, over half the population, need urgent humanitarian assistance. The UK is the second largest bilateral humanitarian donor, contributing £242 million since the start of the conflict in December 2013. In December 2015, DFID approved a significant five year (2015-2020) humanitarian programme for South Sudan. This programme has been structured to enable DFID and our partners to respond to rising or changing needs.<\/p>

<\/p>

In addition it is likely to prove necessary to scale up urgent humanitarian assistance in order to maintain vital food and nutrition supply lines, and reduce the risk of famine. We will also continue to ensure that South Sudan\u2019s most vulnerable people are able to access vital health and education services. Our humanitarian partners, including the International Committee of the Red Cross and UNICEF (who both receive DFID funding) were able to mobilise responses for those displaced by the recent fighting in Juba, including the provision of water, food and health services. The CBI Gateway to Growth report contains a wide range of figures which underline the need for more higher-level technical skills, more STEM skills, more employers involved in apprenticeships and ensuring people are equipped with the skills that employers need.<\/p>

The measures set out in my reply of 6 July are fully compatible with these needs. Our goal through apprenticeships and national colleges is to equip people with the skills, in many cases higher level technical skills, that employers need. We are committed to 3 million apprenticeship starts this parliament and are developing a comprehensive plan for growth, including more work with large employers and more support for small businesses. Our reforms are aimed at simplifying apprenticeships, increasing quality and putting employers at the heart of delivery and design so that they get people with the skills that they need. Our work on such things as \u2018Your-Life\u2019 campaign, Tomorrow\u2019s Engineers Week, STEM ambassadors in schools, improved careers advice and investment in HE teaching and facilities is designed to stimulate interest in STEM subjects and the careers that they lead to and ensure high quality learning for those that pursue them.<\/p>

HMRC is currently undertaking a programme of work to transform the services it provides to give its customers a modern, efficient service, delivered in a modern and flexible way that is convenient for them. To do this, HMRC needs to continue to become a smaller and more professional organisation that is able to maximise the revenues that pay for the UK\u2019s public services, while making sustainable cost reductions and improving their customer service.<\/p>

<\/p>

Efficiencies required by the 2010 and 2013 Spending Reviews mean that HMRC\u2019s staffing levels in relation to these plans alone will reduce to 54,000 Full Time Equivalent posts (FTE) by 2015 and to 52,000 FTE by 2016. Reduced staffing levels mean a reduced need for accommodation and HMRC has recently closed consultation on the proposed closure of 12 offices between now and December 2015. The decisions will be announced in the autumn.<\/p>

<\/p>

In addition to requiring efficiencies, the 2010 and 2013 Spending Reviews provide resources to increase revenue yield and to increase the department\u2019s capacity for digital business and on\u2013line services. In consequence, the costs arising from the changes HMRC is making are not readily identified and need to be considered against the savings achieved through improved working methods, increased revenue yield, reduced running costs and overall greater efficiency in the service it provides. All redundancy costs are made against strict value for money criteria.<\/p>

<\/p>

HMRC is still developing its plans for the future, including extensive discussions across the whole of the Department through a series of events designed to start conversations with all staff about building the future of the organisation.<\/p>

<\/p>

HMRC is consulting with its staff on the way forward through a nationwide series of face to face events known as \u2018Building our Future\u2019, attended by every individual within the Department. \u2018Building our Future\u2019 explains the changes being made, the background to them and includes group discussions at which individuals consider how they can contribute.<\/p>

<\/p>

HMRC remains strongly committed to providing services to the regions. It has for example recently introduced a new Needs Enhanced Support service. This includes a mobile advisory service to ensure that accessible and tailored advice is available to the 1.5 million customers who need extra help.<\/p>

<\/p>

Its longer term strategy continues to look to bring people together into Regional Centres, providing flexibility, improved efficiency, greater cost effectiveness and improved career development opportunities for its staff.<\/p>

These will be drawn from its existing campus locations, where 80 per cent of the Department\u2019s workforce is currently based.
