The number of prisons screening for maturity continues to increase. As of December 2023, 88 out of 108 prisons (81 per cent) reported that they were screening for maturity. Screening was conducted using either the screening tool, or the Offender Management System (OASys), or a combination of both. 13 sites were using the screening tool alone.

67 prisons (62 per cent) reported using the Choices and Changes resource pack. Further work is in progress to support establishments to develop their delivery of the resource pack.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4941", "label" : {"_value" : "Biography information for Lord Bellamy"} } , "answeringMemberPrinted" : {"_value" : "Lord Bellamy"} , "dateOfAnswer" : {"_value" : "2024-01-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-01-25T17:37:32.797Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2024-01-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prisons: Young Offenders"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government how many, and what proportion of, prisons holding young adults are (1) using the HM Prison and Probation Service (HMPPS) maturity screening tool, and (2) using the HMPPS Choices and Changes resource pack.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/337", "label" : {"_value" : "Biography information for Lord Garnier"} } , "tablingMemberPrinted" : [{"_value" : "Lord Garnier"} ], "uin" : "HL1417"} , {"_about" : "http://data.parliament.uk/resources/1485940", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1485940/answer", "answerText" : {"_value" : "

Whilst the Environment Agency (EA) does not have environmental monitoring in place specifically targeting metal nanoparticles, it is keeping a watching brief on innovative monitoring approaches and environmental effects. Although the science associated with environmental analysis for nanoparticles (and their associated effects) is in development, the EA has considered a number of nanoparticles through its Prioritisation and Early Warning System (PEWS). To date, the EA has considered titanium dioxide, zinc oxide, cerium dioxide, copper oxide and copper carbonate nanoparticles through PEWS.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4062", "label" : {"_value" : "Biography information for Lord Goldsmith of Richmond Park"} } , "answeringMemberPrinted" : {"_value" : "Lord Goldsmith of Richmond Park"} , "dateOfAnswer" : {"_value" : "2022-07-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-07-25T09:40:55.91Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2022-07-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Antimicrobials: Pollution Control"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what (1) monitoring, and (2) mitigation, strategies they have put in place for environmental pollution by (a) metal nanoparticles, and (b) the bacteria resistant to these antimicrobial metal nanoparticles.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4719", "label" : {"_value" : "Biography information for Baroness Bennett of Manor Castle"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Bennett of Manor Castle"} ], "uin" : "HL1417"} , {"_about" : "http://data.parliament.uk/resources/1340312", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1340312/answer", "answerText" : {"_value" : "

Under the Equality Act 2010, schools must not discriminate against a pupil or member of staff in a number of respects because of a characteristic protected by the Act. As employers, schools are under the same duties to make reasonable adjustments in relation to disability for their employees or potential employees as they are for their pupils. State funded schools are also subject to the Public Sector Equality Duty.

The department has published guidance on the Equality Act 2010 for schools, which includes advice on how they can meet their duties under the Act. We expect schools to adhere to their statutory requirements as employers and do not monitor this at a school level on a routine basis. The guidance can be found here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/315587/Equality_Act_Advice_Final.pdf.

The Equality and Human Rights Commission provides more detailed advice on workplace adjustment and has powers to enforce equality legislation. Additionally, the Equality Advisory and Support Service, is an independent service aimed at individuals who need information, advice and support on discrimination and human rights issues.

The Transport Decarbonisation Plan, announced last year, will be published later this year. Ahead of that, a call for engagement, setting the scale of the challenge, will include the department’s forecasts of emissions based on current policies. We already recognise the need to go further than current plans, as shown by the announcement earlier this month on new cars and vans.

In that announcement, the Prime Minister set out a consultation on bringing forward the end to the sale of new petrol and diesel vehicles to 2035, or earlier if a faster transition appears feasible. This reflects the advice from the Committee on Climate Change – to make sure that the UK meets its net zero by 2050 commitments. The consultation’s purpose will be to identify what the accompanying package of support will need to be to enable the transition and minimise the impacts on consumers and businesses across the UK, building on the significant demand and supply side measures already in place. We plan to conclude the consultation in the summer.
