As part of our move to a \u2018digital by default\u2019 border and immigration system, physical immigration documents are being replaced by fully digital eVisas (an online record of the person\u2019s immigration status).<\/p>

<\/p>

We understand some customers may feel apprehensive about transitioning to and navigating a digital system. We have already put a range of measures in place to support vulnerable and digitally excluded customers, including Assisted Digital support for account creation; \u2018helper\u2019 and \u2018proxy\u2019 roles who can assist with specific tasks or manage an account for the customer; and a dedicated contact centre that can help customers to access or recover their account, update their personal details or share immigration status information on their behalf if they are unable to do so.<\/p>

<\/p>

In addition, we have a dedicated programme of grant funding, which will enable organisations to support vulnerable people, including those experiencing homelessness, to create UKVI accounts and accessing their eVisas. We expect these grant funded organisations to be operational by Autumn. Further details about the organisations will be published on gov.uk in due course.<\/p>

<\/p>

We are working collaboratively with a range of third-party stakeholders who offer support to people requiring assistance in creating a UKVI account and accessing their eVisa. Information on accessing this support is available on gov.uk<\/a>.<\/p>

<\/p>

We will not curtail a person\u2019s permission to stay in the UK if they fail to create a UKVI account before their BRP expires. For many, the end 2024 deadline will have no impact; most people don\u2019t need to prove their immigration status on a day-to-day basis, and many of the checks performed will be unaffected by the expiry of Biometric Residence Permits (BRPs). BRP holders will still be able to use the online right to work and rent services to prove their rights once their BRP expires \u2013 provided they still have valid status \u2013 although we will encourage them to register for a UKVI account to access those services instead. If a customer cannot create an account before their BRP expires at the end of 2024, they will still be able to create a UKVI account quickly and easily after that date, using their expired BRP if needed.<\/p>

<\/p>

While we are encouraging people who were issued with older forms of evidence of immigration status, such as ink stamps in passports, to transition to eVisas, they will still be able to prove their rights as they do today, using their legacy documents where these are permitted. That will not change at the end of the year.<\/p>

<\/p>

The No Time Limit (NTL) process is for people with historic (legacy) status who want to upgrade to a modern, digital product and take advantage of its benefits, as well as for those who have lost their BRP or whose BRP has expired. Currently, we give them a BRP at the end of the process, whereas in the future they will be issued an eVisa, which will streamline the process.<\/p>

Requests for evidence in such cases are an opportunity for the person to show that their leave has not lapsed and are conducted in line with the existing published guidance. We apply a balance of probabilities approach and exercise discretion where appropriate. We will also continue to support customers, especially those who may be vulnerable, including via our Assisted Digital service which is available in the UK to provide individual support by phone and email to individuals who require assistance with IT-related aspects of transitioning to eVisas.<\/p>

The Integrated Review (IR) sets out the vision for a Global Britain in a more competitive age, by integrating foreign, security, defence and development policies. It addressed the unprecedented challenges and geopolitical shifts posed by a deteriorating global security environment.<\/p>

We believe the Integrated Review and Defence Command Paper hold true, but we are continuing to monitor the situation in Ukraine to ensure our strategic approach remains threat-led and in line with the agile planning and delivery mechanisms developed following the Integrated Review. We will continue to review our capabilities and readiness levels accordingly.<\/p>

Recent examples of progress delivering on the IR's objectives can be seen respectively through:<\/p>

(i) Defence's commitment of least £6.6 billion for next generation capabilities and research, especially cyber and space, with investment currently forecasted to surpass this target;
(ii) CSG21's deployment in the Indo-Pacific and the permanent deployment of HMS Tamar and HMS Spey to the Western Pacific, an example of a multilateral deployment of cutting-edge military capabilities focused on developing global partnerships and strengthening existing alliances;
(iii) our response to Russia's illegal invasion of Ukraine, which has shown the UK at its best, united with our allies to deter Russian aggression on NATO's eastern flank;

As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking how many people have died from AIDS-related illnesses in the UK in each of the last ten years for which figures are available (HL138)<\/strong>.<\/p>

<\/p>

The Office for National Statistics (ONS) is responsible for publishing statistics on deaths registered in England and Wales. National Records Scotland (NRS) and Northern Ireland Statistics and Research Agency (NISRA) are responsible for publishing the number of deaths registered in Scotland and Northern Ireland respectively. Mortality statistics are compiled from information supplied when deaths are certified and registered as part of civil registration.<\/p>

<\/p>

Cause of death is defined using the International Classification of Diseases and Related Health Problems, 10th edition (ICD-10). Deaths where the underlying cause was Human Immunodeficiency Virus (HIV) are defined by the ICD-10 codes B20 to B24.<\/p>

<\/p>

Table 1 provides the number of deaths, in England and Wales, where HIV was either mentioned on the death certificate as a factor that contributed to the death or was the underlying cause of death. Figures are provided for deaths registered in 2010 to 2019, the latest available 10-year period of finalised mortality data.<\/p>

<\/p>

Please note that ONS mortality statistics are based on the cause of death that was reported by the doctor or coroner when they certified the death. More information on the process of death certification and cause of death coding is available in the User guide to mortality statistics[1]<\/strong>.<\/sup><\/em> Public Health England publish an alternative source of data on HIV deaths[2], which is based on a specialised database of HIV diagnosis, AIDS, and deaths data.<\/p>

In October 2016, the French Government requested the support of the UK Government for its clearance of the Calais camp. As part of our comprehensive support for the camp clearance we transferred more than 750 children to the UK directly from France. Those children who were not eligible for transfer to the UK are in the care of French authorities.<\/p>

The French Government is alive to the threat of new camps appearing in northern France and we are aware of reports of some migrants returning to the area. However, official figures for the number of children present in the area are not available. Children in France are the responsibility of the French authorities.<\/p>

On 10 March, the Government published the basis on which further transfers to the UK under section 67 of the Immigration Act 2016 will be made. The Government has invited referrals of eligible children from France, Italy and Greece. The UK Government will not be involved in the identification or assessment of children.<\/p>

Under Article 8 of the Dublin III Regulation, children can have their asylum claims transferred to another EU Member State where they have close family. The Department for Transport and South Yorkshire Passenger Transport Executive, the joint funders of the tram train pilot project, have been advised that Network Rail has initiated a review of the current programme of works needed to adapt their infrastructure to operate the tram train vehicles between Meadowhall South and Rotherham Parkgate.<\/p>

The reconfiguration of local health services is a matter for the National Health Service. All service changes should be led by clinicians and be in the best interests of patients, not driven from the top down.<\/p>
