The Prime Minister demonstrated his focus on climate action on Tuesday 4 February 2020 by launching the COP26 Climate Summit. The text of the speech is available at https://www.gov.uk/government/speeches/pm-speech-at-cop-26-launch-4-february-2020

Regarding meetings of the Cabinet, it is a long established precedent that information about the discussions that have taken place in Cabinet and its Committees, and how often they have met, is not shared publicly.

The negotiations timetable for COP26 will be set by the UK, as President of COP26, including the United Nations Framework Convention on Climate Change Secretariat. The timetable will be informed by the outcome of negotiations, including at the intersessional meeting in Bonn in June. Details of the timetable for high level and public events will be announced by the Government in due course.

The UK Government is working closely with the Scottish Government and with operational delivery partners, including Police Scotland and Glasgow City Council, to ensure the successful delivery of COP26 in Glasgow. The security plan for the COP26 venue will be jointly developed and agreed on by the United Nations security team and UK counterparts. Discussions with delivery partners regarding costs for COP26 are ongoing, and final budgets and details are yet to be confirmed.

The UK Government is committed to working with the Scottish Government, Welsh Government and Northern Ireland Executive to deliver an ambitious and successful summit for the whole of the UK. The Government wants to deliver better journeys for drivers. Utility works are essential, but they should not be in place any longer than is absolutely necessary.

Whilst we are satisfied that the regulatory arrangements are working well, we continue to keep them under review to modernise and update legislation and statutory guidance where necessary, and where it will lead to improvements in the way that these works are managed.

Recent examples include a consultation on lane rental powers published on 2nd September. Lane rental allows local authorities to charge utility companies for works on the busiest roads at the busiest times. We will shortly be publishing updated statutory guidance relating to inspections. In 2015, we updated regulations and guidance on permit schemes that are now in place in almost 60% of local authority areas and which are resulting in more effective management of street works and reductions in their duration. We continue to work with stakeholders to encourage more local authorities take up and adopt permit schemes.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2017-09-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-09-14T11:42:32.103Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2017-09-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Road Works"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether they are satisfied with the regulatory arrangements relating to the conduct of roadworks on public highways undertaken by public utility companies.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1813", "label" : {"_value" : "Biography information for Lord Trefgarne"} } , "tablingMemberPrinted" : [{"_value" : "Lord Trefgarne"} ], "uin" : "HL1346"} , {"_about" : "http://data.parliament.uk/resources/540466", "AnsweringBody" : [{"_value" : "Department for Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/540466/answer", "answerText" : {"_value" : "

Yes. The Government recognises the benefits that free access to the national museums and galleries brings to the public and to the UK economy. The Spending Review 2015 committed to continued free access to the permanent collections of the national museums and galleries as part of a settlement that maintained funding in cash terms for museum and galleries over the Spending Review period. Museum policy is a devolved matter for their respective administrations although the National Museums of Wales and Scotland are also free of charge, as are the National Armed Forces museums sponsored by the Ministry of Defence.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4247", "label" : {"_value" : "Biography information for Lord Ashton of Hyde"} } , "answeringMemberPrinted" : {"_value" : "Lord Ashton of Hyde"} , "dateOfAnswer" : {"_value" : "2016-07-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-07-25T13:13:24.87Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Culture, Media and Sport"} , "date" : {"_value" : "2016-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Museums and Galleries: Fees and Charges"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government whether they plan to maintain their policy of universal free access to the UK's national museums and galleries.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3391", "label" : {"_value" : "Biography information for The Earl of Clancarty"} } , "tablingMemberPrinted" : [{"_value" : "The Earl of Clancarty"} ], "uin" : "HL1346"} , {"_about" : "http://data.parliament.uk/resources/389160", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/389160/answer", "answerText" : {"_value" : "

The Department for Transport works closely with Women in Rail. Most recently I invited them to take part in a celebration of the National Women in Engineering Day on 23 June.

The Rail Supply Group, which is supported by both the Department for Transport and the Department for Business, Innovation and Skills, is developing a strategy this year for strengthening the UK rail supply chain including by ensuring it attracts the very best UK talent. To inform this work, Women in Rail is running a survey to establish the rail industry’s male to female ratio, with a view to promoting the rail industry as the home of many fantastic career opportunities for both men and women.

Recent rail franchise competitions have encouraged bidders to set out plans for promoting diversity and equality across the workforce and attracting and recruiting people who are new to the rail industry, particularly from under-represented groups.

To date, the UK has only provided one educational course to the Burmese military: ‘Managing Defence in a Wider Security Context’ - a non-combat, academic course delivered to 30 military officers and government officials in January 2014. The course covered the importance of good governance in defence and professionalism in a nation’s Armed Forces, the observation of human rights obligations and preventing sexual violence. We did not make provision of this course conditional; such education and our exchanges with the Burmese military are themselves aimed at changing mindsets.

We regularly address the issue of sexual violence by the Burmese army with the Burmese government and with the military. We continue to make clear that where serious crimes have been committed, those who have perpetrated them should be held accountable for their actions. We lobby on preventing sexual violence in conflict areas, on encouraging the Burmese military to step back from politics, and on action to tackle human rights issues such as the use of child soldiers. The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), raised the issue of rape and sexual violence with the Burmese army's Commander-in-Chief and military northern commander during his visit to Burma in January. Mr Swire also urged the Burmese Deputy Minister for Foreign Affairs, who attended the Ending Sexual Violence in Conflict Summit in the UK in June 2014, to ensure a quick and credible action plan to implement the Declaration on Ending Sexual Violence.
