The HIV Action Plan is the cornerstone of our approach in England to drive forward progress and achieve our goal to end new HIV transmissions, AIDS- and HIV-related deaths within England by 2030. It includes a key objective to improve the quality of life for people living with HIV, including through peer support.<\/p>

The Department is working with the UK Health Security Agency (UKHSA) to share emerging evidence on the effectiveness of voluntary sector-led peer support networks for local commissioners to develop similar models. The forthcoming UKHSA publication of the results of the Positive Voices survey will include data on the experiences of people living with HIV and inform our work to improve the provision of HIV services, including peer support.<\/p>

The NHS Business Services Authority operates the Healthy Start scheme which has recently transitioned from paper vouchers to a prepaid card. All applicants to the scheme, where they meet the eligibility criteria set out in the legislation, must accept the terms and conditions of the prepaid card at the point of application. Northern Ireland is an integral part of the United Kingdom, and its consumers should be able to enjoy products they have bought from Great Britain. Our biosecurity standards remain as high as they always have done, and these goods remain entirely safe for NI consumers to enjoy. The Government has seen no evidence of chilled meats moved from Great Britain finding their way onto the EU market.<\/p>

We welcome the fact that we have been able to agree an extension of the grace period on chilled meats moving from Great Britain to Northern Ireland. This means that Northern Ireland consumers will be able to continue to buy chilled meat products from Great Britain, and allows for further discussions to continue on a permanent solution without requiring the UK to dynamically align with EU rules.<\/p>

Regarding meetings of the Cabinet, it is a long established precedent that information about the discussions that have taken place in Cabinet and its Committees, and how often they have met, is not shared publicly.<\/p>

The negotiations timetable for COP26 will be set by the UK, as President of COP26, including the United Nations Framework Convention on Climate Change Secretariat. The timetable will be informed by the outcome of negotiations, including at the intersessional meeting in Bonn in June. Details of the timetable for high level and public events will be announced by the Government in due course.<\/p>

The UK Government is working closely with the Scottish Government and with operational delivery partners, including Police Scotland and Glasgow City Council, to ensure the successful delivery of COP26 in Glasgow. The security plan for the COP26 venue will be jointly developed and agreed on by the United Nations security team and UK counterparts. Discussions with delivery partners regarding costs for COP26 are ongoing, and final budgets and details are yet to be confirmed.<\/p>

The Department welcomes the National Audit Office (NAO) report. Decisions about the Strategic Projects Team (SPT) are, however, for NHS England. Following an internal review and the NAO report, NHS England identified concerns about the work of the SPT. As a result, the SPT will close and all its ongoing commitments will be reviewed with a view to bringing them to a conclusion.<\/p>


NHS Improvement advises that it also welcomes the NAO report and is working closely with NHS England and the Department to consider assurance processes for such complex transactions. NHS Improvement further advises that its focus since May has been liaison with the NAO on its report and joint consideration with NHS England of the assurance issues raised.<\/p>


<\/strong>NHS England confirms that the NAO investigation supports the findings of its previously published independent review. Before the NAO investigation, NHS England had already commissioned a follow-up review focusing on the role of external advisors, the effectiveness of the Gateway review process, and the role of the clinical commissioning group leadership and governing body. This work continues and NHS England expects to publish findings later this summer.

More widely, NHS England has been undertaking assessments of current and planned novel contracts and is developing an assurance framework for contracts of this sort. This is being informed by the findings of the Uniting Care reviews.<\/p>

The Government will publish an impact assessment for the introduction of the National Living Wage alongside the implementing regulations. We continue to raise our strong concerns about reports of rape and sexual violence in Burma with senior members of the Burmese government and military. The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), met Deputy Foreign Minister U Thant Kyaw during the Global Summit to End Sexual Violence in Conflict on 13 June 2014. He publicly stated that Burma\u2019s attendance at the Summit was a signal of their support to the Preventing Sexual Violence Initiative (PSVI) and readiness to take action against perpetrators, including members of the military. We welcomed the Burmese government\u2019s attendance at the Summit and have made clear that concrete action is needed, including a credible action plan that involves the military. Our Ambassador has also raised this with U Thant Kyaw following the Summit.<\/p>

It is our view that the investigation of human rights abuses in Burma is the responsibility of the Burmese government.
