The UK is steadfast in its position that all parties must uphold International Humanitarian Law and we call on our friends and partners to do so. Israel has the right to defend itself proportionately and its military operations must be conducted in accordance with International Humanitarian Law. All parties to a conflict must ensure that their actions are proportionate and necessary, affording innocent civilians the protection that is their right under international law. Civilians must be respected and protected. Both the Prime Minister and the former Foreign Secretary have, in their discussions with their Israeli counterparts, emphasised the importance of taking all possible measures to protect civilians. The President of Israel, Isaac Herzog, has stated that Israel will operate in accordance with international law. The UK Government is closely following the security situation in the Middle East and maintains a regular dialogue with international counterparts. The Foreign Secretary and his ministerial team continue to receive legal advice on all matters related to foreign policy, including the situation in Israel and Gaza. We will continue to use all the tools of British diplomacy to sustain the prospects of peace and stability in the region.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4033", "label" : {"_value" : "Biography information for David Rutley"} } , "answeringMemberConstituency" : {"_value" : "Macclesfield"} , "answeringMemberPrinted" : {"_value" : "David Rutley"} , "dateOfAnswer" : {"_value" : "2023-11-20", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "959"} , {"_value" : "960"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-11-20T16:07:14.433Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2023-11-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Israel: White Phosphorus"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether he has held discussions with his counterpart in Israel on the alleged use of white phosphorous and its compatibility with international law.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4848", "label" : {"_value" : "Biography information for Claudia Webbe"} } , "tablingMemberConstituency" : {"_value" : "Leicester East"} , "tablingMemberPrinted" : [{"_value" : "Claudia Webbe"} ], "uin" : "961"} , {"_about" : "http://data.parliament.uk/resources/1462198", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1462198/answer", "answerText" : {"_value" : "

Defra has sent two representatives to the 12th Conference of the Parties to the Ramsar Convention in Uruguay.

The UK is a party to the Ramsar Convention on Wetlands of International Importance and has designated 172 Ramsar sites. This is more than any other Contracting Party and includes 24 sites in the UK Overseas Territories and Crown Dependencies. In Great Britain, Ramsar sites cover an area of almost 700,000 hectares. Detailed site information is available on the Joint Nature Conservation Committee’s website at: http://jncc.defra.gov.uk/default.aspx?page=161.

In Great Britain, Ramsar sites are not afforded statutory protection but as a matter of Government policy receive the same protection as European sites designated under the EU Wild Birds and Habitats Directives. For example, in England the National Planning Policy Framework (2012) states that listed or proposed Ramsar sites should be given the same protection as European sites. In regard to the broader protection of wetlands, this is mainly delivered through national implementation of the EU Water Framework Directive and the Birds and Habitats Directives. Defra takes a strategic approach to ensure that the implementation of these Directives is complementary to deliver common objectives.

Information regarding Northern Ireland is the responsibility of the Northern Ireland Office.
