UK aviation operates in the private sector; and industrial relations are managed between the employers and the unions. Any instances of industrial action are for Gatwick to manage with their airlines, ground handlers and other organisations.<\/p>

A number of strikes were announced over the summer by ground handlers and service providers for passengers with reduced mobility at Gatwick. Department for Transport officials engaged with the airport and with ground handlers to ensure that robust plans were in place to manage disruption.<\/p>

The Department encourages local authorities to consider a range of approaches to support and enhance the delivery of their library services, such as making appropriate use of available technology. A number of library services are using technology to enable access for library users to library buildings outside staffed hours on a self service basis. The systems often include controlled access technology involving CCTV and communication systems. Good practice guidance, from the Libraries Taskforce, encourages library services to undertake a risk assessment before implementing such a service and also advises that it is important that staffed hours meet the requirements of children and young adults who wish to visit the library unaccompanied. DfT publishes statistics showing the levels of peak crowding in a number of major cities each year, based on the proportion of passengers in excess of capacity (PiXC) and the proportion of passengers standing at trains' busiest points. In autumn 2012 the highest PiXC levels across the morning and afternoon peaks were on First Great Western services at Paddington, Chiltern services at Marylebone and London Midland services at Euston.<\/p> <\/p>
