The Home Office publishes data on student visas in the ‘Immigration System Statistics Quarterly Release’. Data on the refusals of student visas are published in table ‘Vis_D02’ of the detailed entry clearance visas dataset. Information on how to use the dataset can be found in the ‘Notes’ page of the workbook. The latest data relates to the time period ranging from 1 January 2005 to 31 December 2022.

The Home Office does not publish information on student visas outcomes before 1 January 2005.

Information on future Home Office statistical release dates can be found in the ‘Research and statistics calendar’.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4320", "label" : {"_value" : "Biography information for Robert Jenrick"} } , "answeringMemberConstituency" : {"_value" : "Newark"} , "answeringMemberPrinted" : {"_value" : "Robert Jenrick"} , "dateOfAnswer" : {"_value" : "2023-05-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-05-26T10:40:31.82Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2023-05-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Visas: Overseas Students"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, how many student visa applications were refused ineach year since 1997.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/350", "label" : {"_value" : "Biography information for Sir John Hayes"} } , "tablingMemberConstituency" : {"_value" : "South Holland and The Deepings"} , "tablingMemberPrinted" : [{"_value" : "Sir John Hayes"} ], "uin" : "185483"} , {"_about" : "http://data.parliament.uk/resources/1311109", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1311109/answer", "answerText" : {"_value" : "

Our thoughts continue to be with Ella’s family and friends. We will carefully consider the recommendations in the Prevention of Future Deaths report and respond in due course.

We know that air pollution is the single greatest environmental risk to human health, and although air pollution has reduced significantly over the last decade, there is more to do. The World Health Organization has praised our Clean Air Strategy as "an example for the rest of the world to follow". We know there is a strong case for taking ambitious action on PM2.5 as it is the pollutant that has the most significant impact on health. That is why we are introducing a duty to set a PM2.5 target – alongside at least one additional long-term air quality target - in the Environment Bill. We have always been clear that we will consider the World Health Organization’s guidelines for PM2.5 at part of this process.

Defra provides a wide range of air quality data and air quality information on the online UK Air Information Resource, known as UK-AIR, including a five-day forecast from the Met Office on predicted air pollution levels, allowing members of the public, particularly those who are most likely to be affected by such pollution, to take action. UK-AIR also provides the most up-to-date information on measured pollution levels via the national network of air pollution monitors and provides Public Health England advice on practical actions and steps people can take to minimise the impact of these events. However, it is clear that there is a lack of awareness about the availability of this information and we need to consider how to address this.

Evidence submitted to the Coroner to assist his inquiry cannot be disclosed without his permission. We will work with the Coroner to consider what evidence can be published with the Government’s response to the Prevention of Future Deaths Report.

The values above only refer to fines and not any other elements of financial impositions such as prosecutor costs, compensation and victim surcharge. Where financial impositions are paid by instalments the fine element is the last part to be paid off after compensation, victim surcharge and prosecutor costs. The values cancelled can relate to legal or administrative cancellations. The value outstanding will include amounts remaining on accounts that are being paid by instalments or were not due for payment by the end of the period specified.

It is not possible to provide data in this format for any period prior to April 2011 as new performance management information was introduced at that time. It is not possible to identify how much of the amounts imposed in 2011 or 2012 remained outstanding by the end of September 2013 (latest published data period) as data is only available for 18 months after the date imposed – after that it is not possible to extract the amount outstanding for a specific period from the total balance outstanding.

HM Courts and Tribunals Service (HMCTS) takes the issue of financial penalty enforcement very seriously and is working to ensure that clamping down on defaulters is a continued priority nationwide. HMCTS actively pursues all outstanding impositions until certain they cannot be collected. Collection reached an all time high at the end of 2012/13 and collection has continued to rise in this financial year. At the end of September 2013 total collection (all imposition types excluding confiscation orders) was higher than the same point in the previous year and the outstanding balance had reduced since the start of the financial year. On average over the last 12 month 69% of accounts have been either closed or are compliant with payment terms by 12 months after imposition.

HMCTS are actively seeking an external provider for the future delivery of compliance and enforcement services. This will bring the necessary investment and innovation to significantly improve the collection of criminal financial penalties and reduce the cost of the service to the taxpayer.
