The Government is committed to the role of the Prime Minister's Special Envoy for FoRB and has had three Special Envoys to date.

The current Special Envoy, Fiona Bruce MP, is a passionate advocate for FoRB, and this year was re-elected to serve a second term as the Chair of the International Religious Freedom or Belief Alliance, a network of 42 countries committed to protecting and promoting FoRB.

Defending FoRB for all is a longstanding priority for the UK Government. We shall continue to stand up for the rights of all individuals, and use our position at the UN Human Rights Council, and on the UN Security Council, to ensure violations and abuses of FoRB are highlighted and addressed.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1211", "label" : {"_value" : "Biography information for Mr Andrew Mitchell"} } , "answeringMemberConstituency" : {"_value" : "Sutton Coldfield"} , "answeringMemberPrinted" : {"_value" : "Mr Andrew Mitchell"} , "dateOfAnswer" : {"_value" : "2023-11-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-11-15T17:18:28.37Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2023-11-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Special Envoy on Freedom of Religion or Belief"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether his Department is taking steps to establish the role of the Special Envoy for Freedom of Religion or Belief on a permanent basis.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3934", "label" : {"_value" : "Biography information for George Eustice"} } , "tablingMemberConstituency" : {"_value" : "Camborne and Redruth"} , "tablingMemberPrinted" : [{"_value" : "George Eustice"} ], "uin" : "150"} , {"_about" : "http://data.parliament.uk/resources/1461162", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1461162/answer", "answerText" : {"_value" : "

Russia's war is an unprovoked, premeditated and barbaric attack on Ukraine, and the very foundation of our societies and the rules by which we coexist - sovereignty, democracy and the UN Charter. The UK continues to work with our allies, united in support for Ukraine, to provide economic and defensive support. We recognise the crucial work of the Council of Europe and in particular PACE in this sphere, including at the 14-15 March session where the UK Delegation played a pivotal role in ensuring Russia's expulsion from the organisation. Trade Advisory Groups (TAGs) are a key forum for sharing sensitive information and their members are regularly consulted on trade agreements.

All TAG members have been consulted throughout Australia and New Zealand Free Trade Agreement (FTA) negotiations. Most recently, a debrief for all TAG members was held following the fourth round of negotiations with New Zealand on 27th April, where officials updated stakeholders and discussed key developments. All TAG members were given an update by the Chief Negotiator on the progress made on the United Kingdom-Australia FTA also, following the visit of the Australian Trade Minister to London on 4th May.

There is good evidence that a combined approach of harm reduction programmes such as needle and syringe programmes (NSP), opioid substitution treatment and abstinence-based treatment is the most effective way to tackle public health harms, including the spread of blood borne viruses (BBVs). Vaccination, testing and treatment of infection are also effective in the control of BBVs.

Public Health England monitors drug treatment data and anonymous testing of blood samples from people using drug treatment services or NSP. The data show that these interventions have been effective in reducing BBVs in people who inject drugs (PWID). For example, the proportion of PWID who have ever been infected with hepatitis B in England, Wales and Northern Ireland has declined over the past 10 years, falling from 18% in 2008 to 9% in 2018. In addition, HIV infection is uncommon among PWID in the United Kingdom, and HIV prevalence in this risk group is low compared to many other European countries. Overall, there were 95 new HIV diagnoses in the UK during 2018 which were likely to have been acquired through injecting drug use, down from 170 in 2008.

My right hon. Friend the Defence Secretary has also spoken with the Turkish Defence Minister, Hulisi Akar on 10 and 16 October 2019. No such assessment has been made. However, counselling services should be available as part of the wider mental health provision to support sexually abused children. This Government is committed to improving children and young people’s mental health and wellbeing as a whole, which will also benefit children and young people who have been victims of sexual abuse.

National Health Service funding for mental health services increased by £300 million last year. Historically, treatment targets have only been attached to physical health – a problem the Government is correcting with £1.25 billion announced in the last Budget. This will direct funding to mental health services and will ensure people, including those whose mental health has been affected through sexual abuse, get the treatment they need when they need it.

Our investment to date in the Improving Access to Psychological Therapies (IAPT) programme has made a choice of psychological therapies available for those who need them in all parts of England reflecting the objective in the Government’s Mandate to NHS England to provide access to therapies for around 900,000 people per year by 2015, with a recovery rate of 50%. IAPT include therapies for post-traumatic stress disorder (PTSD) in response to sexual abuse as well as therapies for depression and anxiety disorders which may result from the traumatic of the abuse.

In March 2015, ‘Tackling Child Sexual Exploitation’ published in March 2015, set out cross-Government actions to prevent child sexual exploitation or, where it has happened, ensure victims and survivors get the support they need. The Department and its Arms Length Bodies are taking forward the health related recommendations, which focus on improving data on prevalence so that commissioners can develop the local service response to meet local needs.

The National Institute for Health and Care Excellence issued guidelines on ‘Post-traumatic stress disorder (PTSD): The management of PTSD in adults and children in primary and secondary care’ issued in March 2005, reviewed in December 2011, and ‘Depression in adults: The treatment and management of depression in adults’, published in October 2009. The guidance includes recommendations for the care and treatment of people with psychological and mental health needs arising from sexual abuse.
