The Welfare at Time of Killing (England) Regulations 2015 are enforced by Food Standards Agency (FSA), the Animal and Plant Health Agency (APHA) and local authorities. The FSA has official veterinarians present in slaughterhouses to monitor and enforce animal welfare at slaughter. APHA and local authority inspectors appointed under the regulations are responsible for monitoring and enforcement of requirements outside of a slaughterhouse, such as killing on farm or in a knacker’s yard. The level of local government undertaking enforcement may vary between areas, based on a locally agreed division of responsibilities between the tiers of local government.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4380", "label" : {"_value" : "Biography information for Jo Churchill"} } , "answeringMemberConstituency" : {"_value" : "Bury St Edmunds"} , "answeringMemberPrinted" : {"_value" : "Jo Churchill"} , "dateOfAnswer" : {"_value" : "2022-02-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-28T12:31:12.207Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2022-02-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Slaughterhouses: Animal Welfare"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, which (a) level of local government or (b) public body or bodies are responsible for the enforcement of the Welfare at Time of Killing (England) Regulations 2015.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1491", "label" : {"_value" : "Biography information for Kerry McCarthy"} } , "tablingMemberConstituency" : {"_value" : "Bristol East"} , "tablingMemberPrinted" : [{"_value" : "Kerry McCarthy"} ], "uin" : "128204"} , {"_about" : "http://data.parliament.uk/resources/1260177", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1260177/answer", "answerText" : {"_value" : "

Further to the answers to PQs 104752 and 100442, we will continue to work with the Electoral Commission and other stakeholders including charities and civil society organisations to make sure that reforms are delivered in a way that is inclusive for all voters. Our policy is to consider against the criteria the Secretary of State announced on 7 November 2017, any proposal for merging district councils when requested. It is for the councils making such a proposal to decide how to demonstrate the level of local support for it.
