We are committed to extending good quality mobile coverage across the UK. In March 2020, the government announced a deal with the mobile network operators, including Vodafone, to increase 4G coverage to 95% of the UK landmass. The Government’s ambition is for the majority of the population to have access to a 5G signal by 2027 and we want to ensure that UK businesses reap the full benefits of 5G.

There is no explicit regulatory requirement for mobile network operators to maintain a 2G or 3G network and the government has limited powers to compel operators to maintain, switch off or streamline specific networks. It is for operators to take final decisions on the provision of network services.

The Government welcomes 3G networks being switched off in a responsible way, and will continue to work with mobile network operators to ensure a smooth transition that meets the needs of business users and consumers, including rural communities.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4647", "label" : {"_value" : "Biography information for Julia Lopez"} } , "answeringMemberConstituency" : {"_value" : "Hornchurch and Upminster"} , "answeringMemberPrinted" : {"_value" : "Julia Lopez"} , "dateOfAnswer" : {"_value" : "2022-02-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-04T14:39:38.46Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Digital, Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Digital, Culture, Media and Sport"} , "date" : {"_value" : "2022-01-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "3G: Rural Areas"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Digital, Culture, Media and Sport, what assessment his Department has made of potential effect of the switch off of the Vodafone 3G network in 2023 on rural communities; and what steps the Government plans to take to rural communities as 3G networks are phased out.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4569", "label" : {"_value" : "Biography information for Jim McMahon"} } , "tablingMemberConstituency" : {"_value" : "Oldham West and Royton"} , "tablingMemberPrinted" : [{"_value" : "Jim McMahon"} ], "uin" : "113218"} , {"_about" : "http://data.parliament.uk/resources/1249714", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1249714/answer", "answerText" : {"_value" : "

The department has not made an assessment of the need to support for residents on unadopted roads who do not have the funds to bring those roads up to the required statutory standard. Policy decisions regarding the process for local authorities adopting roads are a matter for the Department for Transport.

The Government has no direct role in decisions on whether or not a road will be adopted, however in 2017 the Department for Transport issued an Advice Note covering the means by which a road can be adopted by the highway authority. The Advice Note can be found at: www.gov.uk/government/publications/adoption-of-roads-by-highway-authorities.

Under Sections 205-218 of the Highways Act 1980 (known as the ‘private street works code’), the highway authority can resolve to make up a private street at any time. However, the cost of doing so is usually met by owners of the properties that front the street concerned. The street may then be adopted by the highway authority. Most local authorities do not make the decision to use the powers in Section 205 to 218 of the 1980 Act unless a high proportion of residents have approached them seeking adoption of the private street and that they understand their obligation to fund all the works necessary.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4075", "label" : {"_value" : "Biography information for Christopher Pincher"} } , "answeringMemberConstituency" : {"_value" : "Tamworth"} , "answeringMemberPrinted" : {"_value" : "Christopher Pincher"} , "dateOfAnswer" : {"_value" : "2020-11-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-11-26T15:50:05.427Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2020-11-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Unadopted Roads"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what assessment his Department has made of the need to support residents on unadopted roads who do not have the funds to bring those roads up to the required statutory standard.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4667", "label" : {"_value" : "Biography information for Mike Amesbury"} } , "tablingMemberConstituency" : {"_value" : "Weaver Vale"} , "tablingMemberPrinted" : [{"_value" : "Mike Amesbury"} ], "uin" : "113218"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 2, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
