We estimate expenditure of approximately £20 million to date preparing for the introduction of adult social care charging reform, of which £18.4 million has been allocated to local authorities through grant funding. The remaining funding has been allocated to central programme costs.

Of the £18.4 million, £15.5 million was issued to all local authorities for the recruitment of additional assessment staff and to embed necessary technology upgrades for the charging reforms. The remaining £2.9 million was issued to five trailblazer authorities, which are due to implement these reforms at an earlier stage, to enable needs and financial assessments.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4527", "label" : {"_value" : "Biography information for Helen Whately"} } , "answeringMemberConstituency" : {"_value" : "Faversham and Mid Kent"} , "answeringMemberPrinted" : {"_value" : "Helen Whately"} , "dateOfAnswer" : {"_value" : "2022-12-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-21T16:45:54.677Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2022-12-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Services: Reform"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what estimate he has made of the funding spent by his Department to date on preparing for the introduction of social care reforms in October 2023.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4444", "label" : {"_value" : "Biography information for Karin Smyth"} } , "tablingMemberConstituency" : {"_value" : "Bristol South"} , "tablingMemberPrinted" : [{"_value" : "Karin Smyth"} ], "uin" : "109617"} , {"_about" : "http://data.parliament.uk/resources/1247391", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1247391/answer", "answerText" : {"_value" : "

The Chancellor has always been clear that the Government would keep the situation under review, adapting its approach as the context evolved. The purpose of the Job Retention Bonus (JRB) was to encourage employers to keep previously furloughed staff in work until the end of January. However, as the CJRS is being extended to the end of March 2021, the policy intent of the JRB falls away. As such, the JRB will not be paid in February. The Government will instead redeploy a retention incentive at the right time.
