The Product Security and Telecommunications Infrastructure Bill includes measures that are intended to make it easier for operators to deploy, upgrade and share telecommunications infrastructure, while protecting the rights and interests of individual landowners.<\/p>

The De Minimis Impact Assessment (which can be accessed here<\/a>) sets out the overall potential benefits that the Bill will deliver. Access to robust and reliable connectivity is critical to our future economic prosperity. The reforms we are bringing forward through the Bill will help achieve that goal.<\/p>

The measures in the Bill were carefully developed to balance the public benefits they can deliver and any interference with individual property rights.<\/p>

However, since the Bill was introduced, stakeholders have indicated that additional, substantial public benefit may be achieved if upgrading and sharing is more readily available, particularly in relation to telegraph poles installed on private land before 2017.<\/p>

My officials are discussing this point with stakeholders to test the impact of the present proposals and to understand whether the correct balance has been achieved. We are not currently able to lift the suspension on medical assessments for the Industrial Injuries Disablement Benefit (IIDB) due to the nature of assessments. However, we are urgently exploring the feasibility of developing other assessment channels. Further, we will restart face to face assessments in a safe manner with adherence to the latest public health guidance as soon as we are able to.<\/p>

However, for claimants with the most serious or terminal conditions, claims continue to be processed and decisions made as normal. Reassessment case awards have been extended to ensure that payments continue unhindered on those cases. Any deteriorations which would have meant an increase in award, will be backdated once face-to-face assessments recommence, to ensure no one is left out of pocket.<\/p>

We want to help all schools to deliver high-quality Relationships Education, Relationships and Sex Education (RSE) and Personal, Social, Health and Economic (PSHE) Education so that all young people are equipped to have healthy and respectful relationships, and leave school with the knowledge to prepare them for adult life.<\/p>

The Department remains fully committed to conducting thorough and wide-ranging engagement with stakeholders, which will help us to reach evidence-based decisions on the content of the regulations and statutory guidance, as well as on the status of PSHE.
