Ministers and officials have regular meetings with key stakeholders to discuss a diverse range of issues that fall within the Department\u2019s remit and impact on the lives of claimants. Many of these contacts occur at a local level between Jobcentres and external stakeholders which serve or represent their local communities, and such contacts are not recorded centrally, and to provide this information would incur disproportionate cost to the Department.<\/p>

Universal Credit is designed to react and respond quickly to feedback from our stakeholders and claimants to improve the service we offer; ensuring welfare payments reach those who need them most, and effectively supporting those with insecure or fluctuating incomes. At a national level we meet regularly with stakeholders, partners and third party organisations to discuss Universal Credit and invite views and collaboration, for example, on the design of the processes for moving people onto Universal Credit. The Department recognises the importance of safeguarding the welfare of claimants who have incurred debt. Universal Credit already has procedures and regulations in place to protect claimants from excessive deductions. The maximum rate of deductions cannot normally exceed 40 per cent of the Universal Credit standard allowance, and from October 2019 this will be reduced to 30 per cent.<\/p>

<\/p>

The average advance amount for new claims is around £400, which can be repaid over a period of 12 months, at a rate of £33.33 per month. Therefore, in the majority of cases, advance payment recovery is small in comparison to the whole Universal Credit award, with a current average award of £658 per month.<\/p>

<\/p>

We recognise that exceptional circumstances may occur to claimants that were not foreseen when the advance was taken out. Help is available for those struggling to meet the recovery rate once recovery begins and if the claimant is facing unexpected financial hardship they can ask the Department for a deferral of the repayment of any advance they have taken out. The deferral periods are up to 3 months for a new claim, benefit transfer or change of circumstances advance and up to 6 months for a Budgeting advance.<\/p>

<\/p>

Where a claimant has a reduction in benefit due to a Fraud Penalty or Conditionally Sanction that equals or exceeds 40% of their Universal Credit standard allowance then no advance repayment will be taken. Any foreign national who comes to our country and abuses our hospitality by breaking the law should be in no doubt of our determination to punish and deport them. More than 48,000 foreign national offenders have been removed from the UK since 2010, and in the last financial year more than 5,000 were removed from prisons, immigration removal centres, and the community.<\/p>

Prisoner transfer is one of the mechanisms used to remove foreign national offenders. Between 1 May 2014 and 31 May 2019, 464 sentenced prisoners were transferred from England and Wales to other countries under international prisoner transfer arrangements. During the same period 233 sentenced prisoners were transferred to England and Wales.<\/p>

We remain deeply concerned by the situation in Libya and the conditions in Libyan detention centres. The UK is clear that all parties to the conflict must commit to a ceasefire, ensure unconditional humanitarian access, and return to political talks. All parties to the conflict must do all they can to prevent any further loss of life, including by respecting their obligations under International Humanitarian Law, and engage with the UN and humanitarian community. This is essential to ensure aid can reach those in need and to allow for civilians, including refugees and migrants, to be immediately evacuated to safety.<\/p>

The UK has announced a contribution of £1 million to the UN Flash Appeal. This includes funding to the World Health Organisation to deliver life-saving medical care, and funding to the UN Office for the Coordination of Humanitarian Affairs to improve humanitarian access for agencies on the ground. The UN Central Emergency Response Fund (CERF) has released $2 million to provide life-saving assistance to civilians caught up in the fighting, including vulnerable migrants and refugees. The UK was the biggest donor to the CERF in 2018, providing £114.3 million.<\/p>

The UK has committed a package of £6.5 million in humanitarian aid to respond to the most severe needs in Venezuela and the region, including funding the International Federation of the Red Cross in Colombia. The UK has provided a further £8 million to the World Bank\u2019s Global Concessional Financing Facility (GCFF) for Colombia, helping to unlock USD$750 million of concessional loans to support Colombia in continuing to host more than a million Venezuelans.<\/p>

The UK strongly believes that displaced persons camps in Syria, including Al-Hol, Al Roj and Rukban, should not become permanent, and hope that all Syrians currently living in such camps will be able to return home in due course. We support Syrians\u2019 right to return home voluntarily, in safety and with dignity, in line with international humanitarian law, but only when conditions are right for this to happen.<\/p>

For many, returns will not be possible without an end to the conflict in Syria. We continue to support the UN-facilitated political process for Syria, which aims to reach a lasting settlement to the conflict that protects the rights of all Syrians. Alongside this, we are also using UK Aid to support those who do wish to return home from IDP camps. For example, we are supporting education, vocational training and job creation, and contributing to the restoration of basic services.
