Government responded immediately to the Storms Ciara and Dennis by activating the Bellwin Scheme of emergency financial assistance on 10 February and extended this to more areas (including Shropshire) on 17 February.<\/p>

Further to this, the Government activated the Flood Recovery Framework on 18 February for local authorities with 25 or more flooded households. The Framework provides funding for local authorities, to help affected residents and businesses to recover from the flooding, as well as reimbursements to local authorities for offering 100 per cent council tax discounts and business rates relief to these affected properties.<\/p>

The Government has also announced the Property Flood Resilience Scheme to help householders and businesses implement measures to make their properties become more resilient to flooding.<\/p>

Government continues to work with local authorities to assess the full extent of the flooding impacts and will release the funding to eligible local authorities in due course.<\/p>

The UK left the European Union on 31 January 2020 and is no longer part of the EU\u2019s decision making machinery so no further scrutiny overrides will require to be reported to Parliament.<\/p>

Between July 2019 to January 2020, 348 Explanatory Memoranda on EU proposals and other documents were submitted for scrutiny.<\/p>

Scrutiny during this period was interrupted by the dissolution of parliament. There were 54 occasions when the Government supported decisions in the EU Council of Ministers before parliamentary scrutiny procedures had been completed.<\/p>

Historically, the largest category of instruments on which overrides have occurred have been fast-moving and sensitive Common Foreign and Security Policy measures including EU restrictive (sanctions) measures and during this period there were 40 occasions when such instruments were adopted before scrutiny could be completed.<\/p>

    The annual review process for Education, Health and Care (EHC) plans, set out in the Children and Families Act 2014 and the special educational needs and disability (SEND) Code of Practice, requires local authorities to ensure reviews are conducted within twelve months from the final EHC plan being in place, or within 12 months of the last review of the plan.<\/p>

    The department has sought to strengthen local area\u2019s knowledge and understanding of their duties in relation to the completion of annual reviews. Between January and April this year, a series of regional workshops have been planned. A number of have already been delivered, with good levels of attendance from local authority education and social care teams, health teams from clinical commissioning groups, and parents. Part of the workshops include planning for improvements and this will be followed up through the department\u2019s team of SEND advisers.<\/p>

    The Ministry of Justice is committed to increasing the number of employers that provide employment for ex-offenders.<\/p>

    The New Futures Network (NFN) was established as a specialist part of the prison service that brokers partnerships between prisons and employers. These partnerships help businesses fill skills gaps and prisoners to find employment on release. NFN continues to work across England and Wales to engage employers to employ ex-offenders and support them to do so.<\/p>
