Reforms to HMRC’s preferential creditor status will not restore Crown Preference. The Government has taken a proportionate approach, applying changes only to taxes paid in good faith by employees and customers, but held temporarily by the business, including Pay as You Earn (PAYE) Income Tax and VAT. Since reforms were announced at Budget 2018, officials and interested parties have maintained productive and fruitful discussion. The Government held a formal consultation between February and May 2019, seeking views from businesses, lenders and insolvency practitioners. Having balanced the interests of taxpayers, the Exchequer and other creditors, the Government believes these reforms take a fair and proportionate approach. This measure was legislated for in Finance Act 2020, to take effect from 1 December.

"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4689", "label" : {"_value" : "Biography information for Lord Agnew of Oulton"} } , "answeringMemberPrinted" : {"_value" : "Lord Agnew of Oulton"} , "dateOfAnswer" : {"_value" : "2020-07-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-07-28T15:44:04.153Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2020-07-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Insolvency"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what representations they have received about their plans to restore Crown Preference in insolvency proceedings from December.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bourne of Aberystwyth"} ], "uin" : "HL6996"} , {"_about" : "http://data.parliament.uk/resources/1226168", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1226168/answer", "answerText" : {"_value" : "

It is for each business to carry out its own risk assessment, in consultation with their workers, to inform the actions they should take to reduce the risks of COVID-19.

The Government has published guidance – specifically, section 3.1 ‘Protecting people who are at higher risk’ – to help ensure workplaces are as safe as possible during the coronavirus (COVID-19) pandemic. These guides cover a range of working environments and are available on the Government’s website.

Nothing in this guidance affects employers’ existing responsibilities under employment and equalities legislation. Employers therefore need to bear in mind the particular needs of different groups or individuals, and make sure that the steps they take to address the risk of COVID-19 do not unjustifiably impact on some groups compared with others.

The safer workplaces guidance provides information to employers on how best to meet these responsibilities in the context of COVID-19.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2020-08-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-08-03T13:04:41.243Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-07-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Hospitality Industry: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether they will take action to protect diagnosed diabetics returning to work in the hospitality industry from the risk of COVID-19 infection.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3691", "label" : {"_value" : "Biography information for Lord Roberts of Llandudno"} } , "tablingMemberPrinted" : [{"_value" : "Lord Roberts of Llandudno"} ], "uin" : "HL7015"} , {"_about" : "http://data.parliament.uk/resources/1226203", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1226203/answer", "answerText" : {"_value" : "

The information requested falls under the remit of the UK Statistics Authority. I have therefore asked the Authority to respond.

Dear Lord Kennedy,

As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking how many people have died from inhaling nitrous oxide (HL7033).

In March 2018 we published a report providing the number of deaths related to volatile substance abuse and helium in England, Wales and Scotland[1]. This report describes trends in deaths involving volatile substances registered between 2001 and 2016 in Great Britain. Please see table 1 below for data where types of volatile substance are mentioned on the death certificate from the March 2018 publication. We would recommend referring to the report, where possible, due to the complexity of the methodology surrounding the use of coroner’s text to identify relevant deaths.

Following the March 2018 publication, we published ad-hoc requests from members of the public, which include: the number of deaths in England and Wales involving nitrogen and nitrous oxide 2001-2016[2]; and deaths where nitrous oxide was mentioned on the death certificate 1993-2017[3]. Please note, published figures differ across these datasets due to the methodology used and the differing definitions of nitrous oxide deaths.

We intend to publish an update of the volatile substance report and accompanying datasets later this year. This is dependent on resource due to the current pandemic.

Yours sincerely

Professor Sir Ian Diamond

In general terms, the law requires couples to give due notice of the marriage and to marry in the place specified when they gave notice and in the presence of certain people. Marriages are not automatically valid because they involve a certain building, person or religion: on the contrary, they are capable of legal recognition because they follow a route set out in statute. The statute law also sets out circumstances in which a marriage will be void.

As part of its review of the law on how and where couples may marry in England and Wales, the Law Commission will make recommendations regarding what the consequences of failing to comply with all or some of the requirements for a valid marriage should be. Around 900 people have travelled from the UK to engage with the conflict in Syria and Iraq, against the advice of the Foreign Office.  Of these, approximately 20% have been killed in the conflict and around 40% have returned to the UK.

The Governments priority is the safety and security of the people who live here. All of those who have returned, have been investigated and the majority have been assessed to pose no, or a low security risk. Around 40 individuals have been convicted on their return from Syria/Iraq, either because of offences committed overseas or for other activity linked to their involvement in terrorism. Individuals can be convicted in UK courts of offences committed overseas (including preparation of terrorism, encouragement of terrorism and membership of a proscribed organisation). Furthermore, through the Counter-Terrorism and Border Security Act 2019, we have extended this to new offences including: inviting or recklessly expressing support for a proscribed organisation and for sharing their propaganda.
