At the Girl Summit hosted by the Prime Minister in July 2014, the government set out a clear commitment to end female genital mutilation (FGM) and announced a comprehensive package of domestic measures to achieve this.<\/p>

This involved a range of measures to improve the law enforcement response and thereby help to secure convictions for FGM. A number of amendments have been tabled to the Serious Crime Bill to strengthen the law, new police guidance on FGM is being published, and a review by Her Majesty\u2019s Inspectorate of Constabulary into so called \u2018honour-based\u2019 violence with a focus on FGM will commence in 2015. In addition, 42 forces have signed joint protocols with the Crown Prosecution Service on the investigation and prosecution of FGM. The government published a consultation on 5 December on how to introduce a mandatory reporting duty to increase referrals to the police in order to support more prosecutions.<\/p>

The Home Secretary has written to all chief constables to ask them to take on board the lessons from the Jay report into the failings in Rotherham, and from the rolling HMIC inspections into how forces are protecting children. HMIC\u2019s South Yorkshire Police child protection inspection report was published on 30 September.<\/p>

The National Policing Lead for child protection and abuse investigation has taken action to revise the national policing child sexual exploitation action plan to take account of the learning from the Jay report and other recent publications. A series of briefings to police managers across England and Wales, including South Yorkshire Police, have been completed so that the key findings of the Jay Inquiry are shared with frontline leaders across the police service.<\/p>

Furthermore, on 13 October it was announced that the Chief Constable for South Yorkshire requested that the National Crime Agency leads an independent investigation into outstanding allegations of child sexual exploitation in Rotherham, raised in the Professor Jay Report.<\/p>

The distributional analysis published alongside Autumn Statement 2014, and at every fiscal event since the government came into office, represents the most complete, rigorous and detailed record of the impact of this government\u2019s policies on households. Unlike other analyses, it looks not only at the effect of direct tax and welfare decisions, but also the impact of changes to indirect tax (such as the freeze to fuel duty) and changes to spending on public services.<\/p>

The Government is carefully considering the full detail of the judgment but our initial view is that the UK\u2019s approach to considering asylum claims based on the grounds of sexual orientation is in line with the ruling. The UK has never required individuals to undergo tests in order to establish their sexuality.<\/p>

Existing guidance, which was drawn up in conjunction with the UK Lesbian and Gay Immigration Group, the UN High Commissioner for Refugees and Stonewall, is clear that questions of a sexually explicit nature should not usually be asked. Late declaration of homosexuality is not in itself a reason for refusal but needs to be explained. The Government will shortly be publishing a revised version of its guidance and will ensure that the judgment is fully reflected in it.<\/p>

The Green Book requires that all new policies, programmes and projects be subject to a comprehensive but proportional assessment of value for money and that, wherever feasible, all impacts of the proposal should be accounted for within the social cost benefit appraisal.<\/p>

The Department for Transport appraises transport investment using the Department\u2019s Transport Analysis Guidance, which is fully compliant with the Green Book. The guidance takes into account a number of wider economic impacts, such as labour market effects and agglomeration economies. The Department also appraises the impacts of transport investments on unlocking housing developments and regeneration areas. Where appropriate these impacts are quantified and monetised for transport schemes.<\/p>
