The UK remains concerned by the human rights situation in Zimbabwe. This includes a lack of accountability for human rights violations, including those responsible for the death of protestors in August 2018 and January 2019, at the hands of the security forces. We are also aware of recent reports of police brutality and efforts to frustrate the opposition's right to free assembly. While the UK welcomes steps to legislate for an Independent Complaints Commission, the test will be its ability to act independently and effectively.<\/p>
We have been clear that we want to see the Government of Zimbabwe meet its international and domestic obligations by respecting the rule of law and safeguarding human rights. The Minister for Africa emphasised these messages when she spoke to President Mnangagwa on 1 November 2021 at COP26 and our Ambassador in Harare continues to raise concerns about human rights in her meetings with senior government ministers and officials. The Regulation requires effective rabies vaccination prior to movement. This means that dogs must be a minimum of 12 weeks of age before being vaccinated against rabies as there is a risk that vaccination at a younger age may provide ineffective protection. The requirement for 21 days to elapse between vaccination and movement is to allow rabies immunity to develop. These rules were amended on 29 December 2014 and included an increase in the minimum age at which a dog could be vaccinated. We are not aware of any plans by the Commission to bring forward proposals to further amend the rules and we have no plans to seek an amendment.<\/p>"}

However, to deal with perpetrators of these offences, cases must be reported to the police and the evidential and public interest tests for prosecution must be met. At the time of mutilation, victims may be too young and vulnerable, or too afraid, to report offences. They may also be reluctant to implicate family members. These barriers to prosecution cannot easily be overcome. Therefore it is important to find ways of building a case that do not necessarily rely on the testimony of child victims.<\/p> <\/p> As part of cross-government work, the Ministry of Justice is already considering suggestions made by the Director of Public Prosecutions for strengthening the criminal law on female genital mutilation to make successful prosecutions more likely.<\/p> <\/p> We welcome the Home Affairs Select Committee inquiry into this area and will give careful consideration to any additional recommendations for legislative change that may be made by the Committee when it reports in due course.<\/p> <\/p> <\/p>"}
