Like all similar bodies, Confucius Institutes should operate transparently and with a full commitment to the department\u2019s values of openness and freedom of expression. Universities have a responsibility to ensure that any partnership with a Confucius Institute is managed appropriately and that the right due diligence is in place. We encourage any providers with concerns to contact the department.<\/p>

The Higher Education (Freedom of Speech) Bill will address concerns about the possible influence of overseas money in higher education (HE) in England<\/ins>the UK<\/del>, without reducing the ability of our world-class universities to work with global partners.<\/p>

The Bill will empower the Office for Students (OfS) to require registered HE providers to report certain overseas funding, including of educational partnerships, such as arrangements with Confucius Institutes. The Bill will also allow the OfS to take appropriate action, including issuing penalties, if there is evidence that an HE provider has breached its freedom of speech duties.<\/p>

Since the start of the first lockdown, we\u2019ve provided a range of targeted measures to see the UK tourism sector through COVID-19. On top of the Government\u2019s wider economic support package, we've provided business rates relief and grants for many in the sector, as well as a substantial cut in VAT for tourism and hospitality activities until the end of March. The Chancellor will deliver the Budget on 3 March, in which he will set out the next phase of our plan to tackle the pandemic and build back better.<\/p>

We recognise that heightened travel restrictions are significantly impacting international tourism and we are closely monitoring the situation. We will continue to engage with stakeholders via the Tourism Industry Council to assess how we can most effectively support the sector\u2019s recovery.<\/p>

The Global Travel Taskforce last year committed the Government to publish a Tourism Recovery Plan in support of the sector. The Government intends to set out proposals in the Spring, including plans for a marketing campaign to welcome visitors back to the UK as soon as it is safe to do so. <\/ins><\/p>


The Department for Transport will lead a successor to the Global Travel Taskforce<\/a>, with an ambition to develop a framework that can facilitate greater inbound and outbound travel as soon as the time is right, while still managing the risk from imported cases and variants. It will report on 12 April.<\/ins><\/p>

In phone calls with the Mauritian Foreign Minister on 14 and 19 August, I offered the UK's support and asked Mauritius how best we could assist in the aftermath of the spill.<\/p>

I also spoke to two of the UK experts on 3 September to hear directly how their work has contributed in the aftermath of the oil spill. The UK subsequently deployed three ecology experts from the UK's Centre for Environment, Fisheries and Aquaculture Science. They are assessing the scale of the damage and helping Mauritius identify the best ways to restore its coastline and protect species at risk. A package of legal and technical advice has been provided to assist with the safe disposal of the stricken ship. The UK has also committed funds to support the Mauritian Wildlife Foundation<\/ins>Fund<\/del> with urgent work on local nature reserves.
