The Government has considered the link between changes to the volume-based rebate payments in our medicine pricing schemes and various kinds of investment, along with any associated impacts on employment in the life sciences industry in the United Kingdom, in our impact assessment of recent updates to the statutory scheme for branded medicines pricing, which operates alongside the voluntary scheme for branded medicines pricing and access (VPAS).<\/del><\/p>

With regard to the impact of medicine price regulation schemes on the level of foreign direct investment into the UK\u2019s life sciences research and development, the evidence on this issue is uncertain. The impact assessment considered this issue, and sets out the Government\u2019s assessment that, while price regulation schemes such as VPAS may be a consideration in the decision to locate such investments, these are complex decisions based on multiple factors. Supply side factors such as the availability of skilled labour are considered likely to be of greater significance.<\/del><\/p>

With regard to the impact of price regulation on the placement of clinical trials in the UK, the Government\u2019s assessment is that price control schemes in general are more likely to impact decisions about the location of late-stage than early-stage trials, as the location of late-stage trials may be more influenced by commercial considerations about where to launch a new medicine. However, VPAS includes strong commercial incentives to launch new products in the form of freedom of list pricing and exemptions from payments for innovative medicines containing a new active substance.<\/del><\/p>

While Structured Medication Reviews (SMRs) are not commissioned from pharmacies, from November 2021 to October 2022, 2,221,117 SMR appointments were booked in general practice.<\/del><\/p>

The Government recognises the devastating impact of county lines activity on children and vulnerable people.<\/ins><\/p>

We are determined to disrupt these ruthless gangs and put an end to exploitation. In January we announced £40 million of new money to tackle county lines and drugs supply in the financial year 2021/22. This will bring the total invested in tackling this threat to £65 million since November 2019.<\/ins><\/p>

Through our £25m county lines programme we have already seen 3,400 people arrested, more than 550 lines closed and more than 770 vulnerable people safeguarded. <\/ins><\/p>

We are also investing £105.5m into 18 Violence Reduction Units (VRUs) until March 2022 to tackle the root causes of serious violence via a whole system approach which can include activity to prevent and support victims of county lines.<\/ins><\/p>

Thames Valley VRU, backed by £3.48m investment to develop and sustain their VRU in reducing serious violence, are also targeting and supporting victims of county lines. For example, Thames Valley have established an enhanced information sharing network, which shares information on young people that might be at risk of county lines with specialist departments. The VRU can then provide support for those young people by introducing early intervention strategies embedded within the trauma informed approach. <\/ins><\/p>

We are aware that some restrictions on internet connectivity have been imposed at protest sites and call for these to be lifted as soon as possible. The right to gather lawfully and demonstrate a point of view is common to all democracies. Governments also have the power to enforce law and order if a protest crosses the line into illegality. During his visit to India, the Foreign Secretary discussed the protests with his Indian counterpart, whilst making clear that the handling of protests is an internal matter for the Indian authorities.<\/del><\/p>

The UK Government takes all allegations of human rights violations very seriously and raises concerns with the local authorities where appropriate. We regularly raise Mr Johal's case directly with the Government of India, including his allegations of torture, right to a fair trial, and concerns about delays to legal proceedings against him. The Foreign Secretary raised Mr Johal's case with the Indian Minister of External Affairs, Subrahmanyam Jaishankar, on 15 December 2020. Lord (Tariq) Ahmad of Wimbledon, the Minister of State for South Asia and the Commonwealth, last raised Mr Johal's case with the Indian High Commissioner on 28 January 2021, and with the Indian Foreign Secretary, Harsh Vardhan Shringla, on 3 November 2020. We have introduced a number of measures since the start of the pandemic to support tourism businesses, including those in Suffolk. This includes the extended furlough and self-employed schemes and various government-backed loans, grant schemes, business rates relief and a reduced VAT rate.<\/del><\/p>

To help the sector through the current lockdown, we have announced one-off top up grants for retail, hospitality and leisure businesses worth up to £9,000 per property. This is in addition to the monthly Local Restrictions Support Grants (Closed). Local Authorities in England have also been given an additional £594 million discretionary funding to support their local businesses. This builds on the £1.1 billion discretionary funding which local authorities in England have already received to support their local economies and help businesses impacted.<\/del><\/p>

Both my Department and VisitEngland remain in regular contact with regional tourism stakeholders to assess the substantial economic effects around the country.<\/del><\/p>

On 19 November 2020, the government announced a £300 million Sports Winter Survival Package (SWSP) to provide a lifeline to organisations that would otherwise not survive the winter as a result of the restriction on spectators announced from 1 October. A provisional allocation of £25 million was made to support the National League, covering steps one to six, aiming to protect the immediate future of non-league football in England. A further announcement on 27 January 2021 confirmed that Steps 3-6 of the National League system will receive up to £10 million of grant support from the Package to protect the immediate future of approximately 850 clubs over the winter period. Sport England and the Independent Board are currently finalising the details of this support, which will include any support for National League clubs in Slough, should they be eligible. <\/ins><\/p>

<\/strong><\/ins><\/p>

The SWSP support is in addition to the £10 million emergency package we facilitated for the National League from the National Lottery, in October last year, has benefitted the 66 clubs in the steps 1 and 2, and has enabled them to continue playing behind closed doors after the return of fans was paused last autumn.<\/ins><\/p>

The support packages that have been available to the National League are in addition to the multi-billion pound package of cross-sector business support from the Government that has enabled many sports clubs and leisure businesses to survive, including the furlough scheme and business interruption loan scheme. Sports have accessed many hundreds of millions of pounds of support through this.<\/ins><\/p>

The Government remains committed to engaging across the sector to maintain a complete picture of the financial impact of Covid-19 to ensure sports venues survive this difficult period wherever possible.<\/ins><\/p>

It is vitally important that we prevent young people from being drawn into violent crime, exploitation and abuse. The Government recognises that high quality youth services can transform the lives of young people.<\/ins><\/p>

The Government has invested £70m over two years (19/20 \u2013 20/21) in establishing Violence Reduction Units (VRUs) in the 18 police force areas most affected by serious violence. VRUs bring together police, local government, health and education professionals, community leaders and other key partners to identify the drivers of serious violence and agree a multi-agency response to them. In addition to leading and coordinating local responses, VRUs are also delivering interventions to support those most at risk of involvement in serious violence. In year 1 of their operation, VRUs applied £23.1m to enable delivery of 175 different interventions, which reached over 100,000 young people.<\/ins><\/p>

We have awarded Thames Valley PCC, which includes Slough, £2.32m to develop its multi-agency Violence Reduction Unit. We have also invested £3.2m in Thames Valley to \u2018surge\u2019 the operational police response to serious violent crimes, which is supporting vital work to identify and disrupt exploitative county lines operations.<\/ins><\/p>

The Government has invested £200 million in a 10-year Youth Endowment (YEF) Fund to tackle the drivers behind serious youth violence. An extra £5million has been awarded to the YEF in 2020 to develop a National Centre of Excellence, which will share knowledge and expertise with those working with vulnerable children and young people at risk of involvement in serious youth violence.<\/ins><\/p>

In July 2020, the YEF offered a total of £6.5m to 129 organisations across England and Wales as part of its COVID-19 grant round. The funding will help charities, social enterprises, local authorities and youth organisations to re-connect with young people at-risk of being drawn into violent crime and tackle any problems to emerge because of COVID-19.<\/ins><\/p>

We are significantly increasing investment in specialist support for county lines victims this year. With investment of £860k the St Giles Trust will be delivering one-to-one support in London, Merseyside and the West Midlands (the three largest county lines exporting areas) which will aim to help over 200 vulnerable children and young people who are criminally exploited by county lines gangs to exit their involvement.<\/ins><\/p>

The Home Office is also continuing to fund Missing People\u2019s SafeCall service (c.£200k FY20/21). This specialist 24/7 helpline provides advice and support to children, young people and their parents/carers who are concerned about county lines, criminal exploitation and gangs.<\/ins><\/p>

Through the £13.2m Trusted Relationships Fund we are identifying innovative approaches to tackling vulnerability among children and young people at risk of exploitation and abuse. The local authority-led projects, which went live in August 2018, provide support for children and young people identified as at high risk of child sexual exploitation and abuse, criminal exploitation and peer-on-peer abuse.<\/ins><\/p>

The Government has acted to support those that are self-employed and have been affected by the COVID-19 outbreak across all sectors of the economy. The overwhelming majority of taxi and private hire vehicle drivers are self-employed and can therefore apply for a grant through the Self-Employment Income Support Scheme (SEISS). Over the two rounds of the scheme a total of up to £14,250<\/del> £14,070<\/ins>has been made available to those eligible.<\/p>

<\/p>

Taxi and PHV drivers may also be eligible for Universal Credit, from 6 April the standard allowance available under the Universal Credit system was increased from £317.82 to £409.89 a month. In addition, the Universal Credit calculation was amended, no longer using an assumed level of earnings (Minimum Income Floor) but actual earnings.<\/p>

As both the Prime Minister and Chancellor have made clear, the Government will do whatever it takes to support people affected by COVID 19 and we have been clear in our intention that no one should be penalised for doing the right thing. These are rapidly developing circumstances, we continue to keep the situation under review and will keep Parliament updated accordingly.<\/del><\/p>

It is likely that many employees who have received a shield letter will be able to work from home and therefore be entitled to normal pay. We would encourage employers to make this happen where possible. For those that cannot work from home, employers have discretion to offer occupational sick pay or paid leave depending their policies. <\/ins><\/p>

We are also encouraging employers to make use of the Government\u2019s Job Retention Scheme where possible. Under the scheme small and large employers will be eligible to apply for a government grant of 80% of workers\u2019 salaries up to £2,500 a month. The scheme will be backdated to 1st March and available for at least three months, with the first grants expected to be paid within weeks.<\/ins><\/p>

There is also the Self-Employed Income Support Scheme which will help eligible freelance workers receive up to £2,500 per month in grants for at least three months.<\/ins><\/p>

The Government has set up an advice contact centre and website exclusively to help those who have been identified as shielding to access support. <\/ins><\/p>

A new Local Support System in England will make sure those individuals that have been identified by the NHS to stay at home, and who are without a support network of friends and family, will receive essential supplies such as groceries and medicine.<\/ins><\/p>

Everyone infected with Covid-19 or required to self-isolate will be treated as having Limited Capability for Work in ESA and UC without the requirement for fit notes or undergoing a Work Capability Assessment. Recognising the need for DWP staff to focus on the processing of claims, we will not be checking conditionality compliance with work search requirements for the next three months. This means no sanctions should be applied for that reason for the next three months, though we still encourage people who can work to seek work. Regulations will be introduced to bring this change into effect. <\/ins><\/p>

We have taken the decision to temporarily suspend the requirement for face-to-face Jobcentre Plus appointments from 19th March for all claimants in Universal Credit, Job Seekers\u2019 Allowance (JSA), Employment Support Allowance (ESA) and Income Support. This means that claimants are not expected to contact their Jobcentre Plus while this temporary suspension is in place. They will continue to receive benefits as normal and they will not be sanctioned for not taking part in interviews with Jobcentres. <\/ins><\/p>

All Jobcentre staff have received updated guidance, which has been reinforced through calls with team leaders.<\/ins><\/p>

Claimants have also been informed by text message and via their online journals that they are no longer required to attend appointments.
